REGULAR MEETING September 28, 2015

Councilmember Oliver Davis- Do you have an answer to that question I asked regarding Sample
St. and Olive?

John Murphy, Controller (Presenter) - I think it is budgeted in Major Moves. Major Moves is a
City fund. There has been some money in 2015-2016 for that.

Councilmember Oliver Davis- Do you know how much that is costing?

John Murphy, Controller (Presenter) - I don’t remember I will have to get back to you on that.

Councilmember Oliver Davis- Can you send that to me in an email? Can you send me some
details? Is that funding coming from the Ewing Project? I was told there was money coming
from the Ewing fund that would match up with County funds because the County didn’t have
enough money to do it. The City doesn’t do bridges, we’re going to do a joint thing. I want to see
if this is money that the City put up years ago. This was money from my predecessor and it has
been almost a decade since these monies have been held to the people there.

Eric Horvath, Director of Public Works - We are going through the bid process. I will send you
an email with an update, what we’ve spent to date and what our estimates are right now for
Olive-Sample for the portion that is the two-bridge structures and the two approaches. We are
doing some additional work on Olive with some other federal funds. For the three (3) designation
numbers for the Jasnowski Overpass I will give you an update. Those monies were budgeted in
2014. It’s an eighty (80) – twenty (20) dollar local match that is split between the City and
County. The money wasn’t moved from Ewing, the Ewing project was cancelled out of the
federal system, that did make monies available in the MACOG allocation but it doesn’t
necessarily make it move directly to another City project. It goes into a pot that everyone applies
for.

Councilmember Oliver Davis- It was told to us at a Rum Village meeting that the money would
move to that project. Your predecessor actually outed those words that we would be moving the
money to that project. That’s why I used that terminology, that’s the way the people look at it. I
understand the legalities. We voted on this in 2014 and a certain portion of the work was
supposed to be done in 2014, 2015. Is this a part of the 2016 budget at all? Or just in the current
and previous budget?

Eric Horvath (Public Works) - We do not currently have anything in the 2016 budget, except
Olive from Sample to Tucker. The approach work to the bridge, right by the tracks on the South
side. We have $118,000 for local match for federal dollars.

Councilmember Oliver Davis- The piece of the 2016 budget is about $118,000 and the rest those
monies for the Sample St. Bridge is monies we are already voted on the 2014 and 2015 years?

Eric Horvath (Public Works) - What I will get is an estimate on the funds necessary to complete
the project for our portion of the share. We won’t know until we go through the bidding process/
the state process because it’s a federal aid project, then they will come to the City and County
with the amount necessary.

Councilmember Oliver Davis- Will there still be monies available to do sidewalk repairs in 2016
or is that a one (1) time deal, where councilmembers themselves can designate like we did
before?

Eric Horvath (Public Works) - Yes. It is less money than 2015. That was a council allocation
program. I think it was around 500 ft. of sidewalk.

Councilmember Oliver Davis- That was in addition to what you were planning to do? We can
start submitting once the budget is approved?

Eric Horvath (Public Works) - We are just going to send out some forms that make it easier.
Then we can figure out the allocations and any recommendations we have with that.

24
