REGULAR MEETING <br />APRIL 11, 2015 <br />19 -16 THIRD READING ON AN ORDINANCE OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, TO ADDRESS BUSKERS AND SIDEWALK <br />PERFORMERS BY REPEALING CHAPTER 4, <br />ARTICLE 4, SECTION 4 -21 OF THE SOUTH BEND <br />MUNICIPAL CODE, RE- CODIFYING AND <br />AMENDING IT WITHIN A NEW ARTICLE 13 OF <br />CHAPTER 14, NEW SECTIONS 14 -123 THROUGH 14- <br />126 OF THE MUNICIPAL CODE, AND FURTHER <br />AMENDING CHAPTER 13, ARTICLE 12, SECTION 13- <br />26 CONCERNING SOLICITATIONS <br />Councilmember John Voorde made a motion to pass Bill 19 -16. Councilmember Karen White <br />seconded the motion which carried by a roll call vote of eight (8) ayes. <br />RESOLUTIONS <br />16 -23 A RESOLUTION OF THE COMMON COUNCIL OF <br />THE CITY OF SOUTH BEND, INDIANA, PUBLICLY <br />SUPPORTING THE INSTALLATION OF A FENCE ON <br />THE EAST SIDE OF PERLEY PRIMARY FINE ARTS <br />ACADEMY AND ON THE WEST SIDE OF <br />COQUILLARD PARK <br />Councilmember Oliver Davis made a motion to strike Bill 16 -23, due to request of the petitioner. <br />Councilmember Dr. David Varner seconded the motion which carried by a voice vote of eight <br />(8) ayes. <br />16 -25 A RESOLUTION CONFIRMING THE ADOPTION OF A <br />DECLARATORY RESOLUTION DESIGNATING <br />CERTAIN AREAS WITHIN THE CITY OF SOUTH <br />BEND, INDIANA, COMMONLY KNOWN AS 215 <br />SYCAMORE STREET, SOUTH BEND, IN 46617 AS AN <br />ECONOMIC REVITALIZATION AREA FOR <br />PURPOSES OF AN EIGHT (8) YEAR REAL <br />PROPERTY TAX ABATEMENT FOR EAST BANK <br />SOUTH BEND DEVELOPMENT, LLC <br />Aaron Kobb, Community Investment with offices on the 14th Floor of the County -City Building, <br />served as the presenter of this bill. The project is a six story mixed use building on Sycamore St.. <br />The total private investment is approximately $2.5 million. The project will create two (2) new <br />net jobs with an annual payroll just over $91,000. The estimated taxes abated will be just over <br />$234,000 and the estimated taxes to be paid will be just over $346,000. <br />Velvet Canada, 121 S Niles Ave, served as the presenter for this bill. She is the designer of the <br />proposed building. This is a new project and new apartments coming in downtown to South <br />Bend. The building is five (5) stories with a sixth story being a rooftop terrace and twelve (12) <br />apartment's total. <br />There were no questions from the public and no one from the public spoke in favor or opposition <br />to the bill. <br />Councilmember Oliver Davis made a motion to pass Bill 16 -25. Councilmember Dr. David <br />Varner seconded the motion which carried by a roll call vote of eight (8) ayes. <br />
