433 <br />REGULAR MEETING DECEMBER 31, 1990 <br />recommended that the Bond of Contractor for Don Overholser, d/b/a <br />D & 0 Concrete be released effective December 31, 1990. Mr. <br />Leszczynski made a motion that the recommendation be approved. <br />Mrs. DeClercq seconded the motion which carried. <br />FILING OF CERTIFICATES OF INSURANCE <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the Certificates of Insurance for the following were <br />accepted and filed: <br />1. Warner & Sons, Inc. <br />P.O. Box 87 <br />Elkhart, Indiana <br />2. McCormick & Company, Inc. <br />11350 McCormick Road <br />Hunt Valley, MD <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS <br />Mr. Leszczynski advised that the Department of Code Enforcement <br />has submitted reports of lots cleaned as follows: <br />City Owned/Miscellaneous: Ten (10) 12-17-90 TO 12-19-90 <br />Other Lots: Seventy (70) 12-10-90 TO 12-20-90 <br />Therefore, Mrs. DeClercq made a motion that the reports as <br />submitted be accepted and filed. Mr. Leszczynski seconded the <br />motion which carried. <br />APPROVE CLAIMS <br />Chief Deputy City Controller John D. Leisenring, submitted Claim <br />Docket No. 17610 through 18024 and Claim Docket No. 18103 through <br />18632 and recommended approval. <br />Additionally, Mr. Juan A. Manigault, Executive Director, <br />Employment and Training Services of St. Joseph County, submitted <br />a list containing ninety-two (92) claims and recommended <br />approval. Therefore, upon a motion made by Mrs. DeClercq, <br />seconded by Mr. Leszczynsk' and carried, the claims were approved <br />and the reports filed. <br />PRIVILEGE OF THE FLOOR: <br />QUESTIONS REGARDING FLOODING AT BOWMAN CREEK <br />In response to questions from the news media concerning what the <br />City is planning to do to alleviate the problems in the Bowman <br />Creek area, Mr. Leszczynski advised that the creek is private <br />property and some of the problems are being caused by the creek <br />being used for the disposal of debris and that cleaning the creek <br />would help to alleviate some of the problems being experienced. <br />Mr. Leszczynski also noted that it is the City intent to talk to <br />residents of the area as soon as possible in order to come up <br />with some short term and long term solutions. Mr. Leszczynski <br />advised that the water coming into the City through the creeks <br />actually comes from the county and discussions will be held with <br />them regarding this concern. <br />Mr. Jack Dillon, Director, Environmental Services, advised that <br />due to the record rain fall and melting of snow, the Wastewater <br />Treatment Plant handled approximately fifty-eight (58) million <br />gallons of water which is a record high in his tenure with the <br />Plant. <br />
