433 REGULAR MEETING DECEMBER 31, 1990 recommended that the Bond of Contractor for Don Overholser, d/b/a D & 0 Concrete be released effective December 31, 1990. Mr. Leszczynski made a motion that the recommendation be approved. Mrs. DeClercq seconded the motion which carried. FILING OF CERTIFICATES OF INSURANCE Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the Certificates of Insurance for the following were accepted and filed: 1. Warner & Sons, Inc. P.O. Box 87 Elkhart, Indiana 2. McCormick & Company, Inc. 11350 McCormick Road Hunt Valley, MD FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS Mr. Leszczynski advised that the Department of Code Enforcement has submitted reports of lots cleaned as follows: City Owned/Miscellaneous: Ten (10) 12-17-90 TO 12-19-90 Other Lots: Seventy (70) 12-10-90 TO 12-20-90 Therefore, Mrs. DeClercq made a motion that the reports as submitted be accepted and filed. Mr. Leszczynski seconded the motion which carried. APPROVE CLAIMS Chief Deputy City Controller John D. Leisenring, submitted Claim Docket No. 17610 through 18024 and Claim Docket No. 18103 through 18632 and recommended approval. Additionally, Mr. Juan A. Manigault, Executive Director, Employment and Training Services of St. Joseph County, submitted a list containing ninety-two (92) claims and recommended approval. Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynsk' and carried, the claims were approved and the reports filed. PRIVILEGE OF THE FLOOR: QUESTIONS REGARDING FLOODING AT BOWMAN CREEK In response to questions from the news media concerning what the City is planning to do to alleviate the problems in the Bowman Creek area, Mr. Leszczynski advised that the creek is private property and some of the problems are being caused by the creek being used for the disposal of debris and that cleaning the creek would help to alleviate some of the problems being experienced. Mr. Leszczynski also noted that it is the City intent to talk to residents of the area as soon as possible in order to come up with some short term and long term solutions. Mr. Leszczynski advised that the water coming into the City through the creeks actually comes from the county and discussions will be held with them regarding this concern. Mr. Jack Dillon, Director, Environmental Services, advised that due to the record rain fall and melting of snow, the Wastewater Treatment Plant handled approximately fifty-eight (58) million gallons of water which is a record high in his tenure with the Plant.
