<br />APPROVAL OF RECOMMENDATION - TO ENCROACH ONTO PUBLIC RIGHT-OF-WAY -
<br />SALVATION ARMY SOLICITATION
<br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of
<br />Engineering, Code Enforcement and the City Attorney's office, in reference to a request as submitted
<br />by Mr. David M. Hudgens, Salvation Army, 510 South Main Street, South Bend, Indiana to conduct
<br />a holiday solicitation at the intersection of South Main and Monroe at the hours of 11:00 a.m. to 1:00
<br />p.m. and 3:00 p.m. until 6:30 p.m., from November 29 through December 21, 1996. The Police
<br />Department recommended that all participants remain on the sidewalks. Attorney Anne Bruneel
<br />stated to the Board that the City not authorize solicitors to remain in the street, due to safety hazards,
<br />however, solicitation on the sidewalks, subject to the signing of an Indemnification, would be
<br />permissable. Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the
<br />recommendation was tabled, subject to Mr. Hudgens conversing with the Police Department.
<br />APPROVAL OF RECOMMENDATION - TO CONDUCT "DOWNTOWN FOR THE
<br />HOLIDAYS"
<br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of
<br />Engineering, Police Department and the City Attorney's office, in reference to a request as submitted
<br />by Ms. Claudia Falkenburg, Community Affairs to conduct the above referred to event, on December
<br />6, 7 and 8, 1996, from 4:45 p.m. until 7:00 p.m. on December 6, 1996; 11:30 a.m. until 4:30 p.m. on
<br />December 7; and 4:00 p.m. until 6:00 p.m. on December 8, 1996, on the designated streets as
<br />submitted. Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the
<br />recommendation was approved.
<br />APPROVAL OF LICENSE APPLICATION FOR RUBBISH AND GARBAGE REMOVAL
<br />SERVICE
<br />Mr. Leszczynski stated that the Board is in receipt of favorable recommendations from the
<br />Department of Code Enforcement for a License Application for a Rubbish and Garbage Removal
<br />Service, as submitted by Himco Waste -Away Service, Inc., 707 North Wildwood Avenue, Elkhart,
<br />Indiana. It was noted that the Bureau of Sanitation has inspected the vehicles to be used in this
<br />service, and were found to be approved. Upon a motion made by Mr. Caldwell, seconded by Mrs.
<br />Manier and carried, the License Application was approved.
<br />APPROVAL OF REQUEST TO REJECT BIDS - ONE O MORE OR LESS, HEAVY DUTY
<br />15,000 GVWR 1997 RECOVERY UNIT
<br />Mr. Matthew Chlebowski, Director, Equipment Services, recommended that the Board reject all bids
<br />for the above referred to equipment, as the specifications do not meet the needs of equipment
<br />services. It was noted that bids were opened on October 14, 1996. Upon a motion made by Mr.
<br />Leszczynski, seconded by Mr. Caldwell and carried, the recommendation was approved.
<br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - FIRE
<br />APPARATUS COMMUNICATIONS SYSTEMS FOR TWENTY-FIVE (25) FRONT LINE FIRE
<br />VEHICLES
<br />In a memorandum to the Board, Fire Chief Luther J. Taylor, requested permission to advertise for
<br />the receipt of bids for the above referred to equipment. Chief Taylor stated that funding will be from
<br />the Emergency Medical Services Capital Improvement Fund and the General Fund. Therefore, upon
<br />a motion made by Mr. Leszczynski, seconded by Mr. Caldwell and carried, the request to advertise
<br />for the receipt of bids was approved.
<br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - SAMPLE EWING
<br />REDEVELOPMENT AREA STORM SEWER SYSTEM PHASE I - PROJECT NO. 96-52
<br />In a memorandum to the Board, Mr. Carl P. Littrell, Director, Division of Engineering, requested
<br />permission to advertise for the receipt of bids for the above referred to project. Mr. Littrell stated
<br />that this project will construct the first phase of a storm sewer system in the Sample Ewing
<br />Redevelopment Area and this phase will provide a drainage path for runoff from the Juvenile Justice
<br />Center/Ivy Tech College area to drain to Bowman Creek. Funds have been appropriated from the
<br />Wastewater revenues. Therefore, upon a motion made by Mr. Caldwell, seconded by Mrs. Manier
<br />and carried, the request to advertise for the receipt of bids was approved.
