East Res. <br />* Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, <br />then the authorization of the expenditure of such funds shall be void and of no effect. <br />PURPOSE OF REQUEST: Budget request of $100,000 to fund a survey and site plan for the first phase of <br />the Western Avenue Transformation District project. <br />SPECIFICS: This request is to fund a survey and site plan for the first phase of the Western Avenue <br />Transformation District (WATD), which includes 156 mixed income housing units on the site of the former <br />Rabbi Shulman public housing development. While most of the engineering and site design for this project <br />will be funded through the City’s Section 108 loan from the U.S. Department of Housing & Urban <br />Development (HUD), the loan has not been made available yet due to the federal government shutdown. <br />While we anticipate the loan funds will be available soon, there is an urgent need to complete the survey <br />and master plan for this project so that the developer can apply for the state’s Low-Income Housing Tax <br />Credit (LIHTC) program. The deadline for LIHTC applications is December 31, 2025, with applications <br />reviewed on a “first come, first serve” basis.
