JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 15, 2025 <br />Application Number: 2025-0407b <br />Property Location: 1069 Riverside Drive <br />Architectural Style/Date/Architect or Builder: <br />Foursquare / c. 1909 <br />Property Owner: Ben Lerman <br />Landmark or District Designation: Riverside Drive Local <br />Historic District Ordinance #7469-85 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This is a 2 story foursquare home on a concrete foundation with <br />stucco walls and wood trim. The house features wide eaves, hip-roof dormer windows on three roof faces, an en- <br />closed front porch, and 1 over 1 double hung windows. The house has early half-round gutters hung with brackets. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Remove the existing, steel half round gutters on the main house and front and back porch roofs and install new <br />5-inch K-style white aluminum gutters. <br />STANDARDS AND GUIDELINES: <br />Roof, Gutters/Downspouts, Soffits: Pages 19-21. <br />SITE VISIT REPORT: Staff conducted a site visit on the afternoon of April 10, 2025 and noted several locations <br />of failure along the front gutters, the east facade gutters, and the back gutters. The property owner reports that <br />proper drainage has been an ongoing issue, and Staff observed areas where drainage may pose an issue. <br />STAFF RECOMMENDATION: Holes have formed at several locations along the gutters, and sunlight is vis- <br />oble through these areas when observed from the ground. There is a significant portion of the front gutter which <br />has rotted out and is causing water to be dumped down the front of the house. Staff believes that repair of these <br />gutters would be expensive and impractical. Additionally, the replacement of the current half round gutter style <br />with K-style gutters would be a reversible change. However, Staff recommends that any replacement K-style gutters <br />be mounted using hangers, and not flush mount to the fascia. Based on the information provided prior to this pub- <br />lic hearing, Staff makes an FAVORABLE RECOMMENDATION for the replacement of the steel half round <br />gutters with hanger-mounted K-style gutters. <br />Prepared by, <br />Kate Himick, Historic Preservation Specialist
