JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: March 4, 2025 <br />Application Number: 2025-0303 <br />Property Location: 1168 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: <br />American Foursquare / Prairie / 1922 <br />Property Owner: Por Thach <br />Landmark or District Designation: Lincoln Way East LHD, Or- <br />dinance #7343-84 <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/SITE: This is a two story house set upon a brick foundation. It has a <br />hipped roof with a front hip roof dormer; shingles are asphalt. The walls are common bond brick. The enclosed <br />front porch features brick piers with stone prairie style deco windows and a brick wall. The porch entry is single <br />leaf with wide sidelights. WIndows are original wood double hung with divided lite upper sashes and stone sills. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Construct a Menard’s Design and Buy (26’ x 26’ x 8’) garage in the back yard. <br />STANDARDS AND GUIDELINES: <br />New Construction: Pages 33-35. <br />SITE VISIT REPORT: <br />STAFF RECOMMENDATION: The proposed garage would sit in the approximate location of a previous ga- <br />rage, which was approved for demolution in 2019 due to significant and extensive deterioration (COA 2019-0219A). <br />The proposed new garage would have to meet Zoning setback requirements, and Staff advises that the homeowner <br />continue to work with Zoning staff to ensure compliance. The proposed new garage from Menard’s would have <br />through-fastener steel panel siding, a through-fastener steel panel roof, steel doors, and one sliding, vinyl window <br />at the rear. As stated in the Guidelines, new buildings in Local Historic Districts, should have basic building and <br />roof forms like those seen in the District. Sample features that should be used in defining physical context include <br />materials, style, roof lines, and design character. As proposed, the siding and roofing material of the new garage are <br />neither appropriate for the context of the District nor sympathetic to the design of the house. The proposed roof <br />line is also out of character when compared to other existing auxiliary buildings in the District, many of which <br />have steeply pitched gable roofs. More appropriate siding styles for this District would be vertical board and batten <br />siding or clapboard siding. A more appropriate roofline would be a steeper pitched gable roof or a low pitched hip <br />roof, to complement the character of the District or the house, respectively. Based on the information provided <br />prior to this public hearing, Staff makes an UNFAVORABLE RECOMMENDATION. <br />Prepared by <br />Kate Himick, Historic Preservation Specialist
