miff?, <br />JUNE 2010 <br />BEND <br />&r MAYOR STEPI Y I. 1UaECk <br />Letter from the Mayor <br />Big ideas are shaping South Bend's future <br />Dear Friends and Neighbors, <br />It's been said that we're given dreams a size too big so we can grow into them. As we look to <br />South Bend's future, several "Big Ideas" have the potential to reconfigure our landscape or even <br />to reshape our economy and quality of life. I mentioned 10 Big Ideas in my annual State of the <br />City address (read it in full at www. SouthBendIN. gov). But I want to touch on some here in <br />brief because Big Ideas blossom into new realities when they are nourished by many sources. <br />A Big Idea I've addressed before is this: South Bend powering the new economy through re- <br />search and high -tech innovation. As I write this, Innovation Park at Notre Dame has <br />welcomed two new companies. There are now seven start-ups at this portion of our dual -site <br />state - certified technology park in the few short months it has been open. The Big Idea is this: <br />Companies, which begin at Innovation Park, will grow here, get their legs under them and be <br />ready to move to the next level. When that happens, we'll welcome them at the other portion of <br />our tech park, Ignition Park. That will mean new jobs and new investment in our community. <br />But South Bend potentially will reap benefits from other Big Ideas, too: <br />High -speed rail: Indiana has lagged behind the rest of the Midwest in getting federal support <br />for high -speed rail. The state's preferred route for high -speed rail through northern Indiana <br />bypasses South Bend, Mishawaka, Elkhart and Goshen. It was based on a false choice, an <br />either - South - Bend -or -Fort Wayne analysis. We believe both communities should be <br />included, and a growing number of people agree. Together with the private sector, we are <br />making the case for a high -tech corridor that connects Fort Wayne and Warsaw's <br />orthopedics industry with South Bend's research and innovation hub and Elkhart County's <br />potential for electric vehicles. <br />Major road improvements: Two big ideas for nearly a generation are about to become reality. <br />The State is moving forward with plans to widen State Road 23 and reconfigure the "Five <br />Points" intersection. Construction is to be completed by 2012. On a slightly longer <br />timetable, the upgrade and realignment of U.S. 31 is happening. Work already is proceeding <br />between Plymouth and South Bend, and the phase north of Roosevelt Road will be under <br />construction in 2014. Also, we are seeking to build a new interchange at U.S. 31 at Adams <br />Road to support new development in our county's fastest - growing area. <br />• new neighborhood: Just south of Eddy Street Commons (a Big Idea already being realized), <br />construction will begin this year on a new neighborhood. With private partners, 55 new <br />single - family homes will be built in the "triangle" area north of State Road 23. Nearly <br />one -third will be sold to low- and moderate- income families to preserve diversity. <br />• transportation link: We are working with Transpo and the private sector towards a federally <br />funded transportation link connecting Notre Dame and Innovation Park with Ignition Park <br />and downtown. Studies show that such links boost private development, and we'd expect no <br />less here. <br />Big Ideas can provide big change for South Bend.
