Baas ";~' <br />1200 County-City Building, 227 West Jefferson, South Bend, Indiana 46601-1830 Phone 574/235-9371 Fax 574/235-9021 <br />To: Redevelopment Commission <br />From: Bill Schalliol, Economic Development Planner <br />Subject: First Amendment to Addendum Agreement and Letter Agreement Between <br />HOK Sport and City of South Bend <br />Date: September 15, 2009 <br />Over the past year, the staff has worked to complete elemental steps for the Coveleski Park project <br />area to accomplish work items like property acquisition, building demolition and site preparation, <br />completion of planning studies and other related project coordination. As the majority of the site <br />area around the ballpark has been cleared and prepared for development, it is now time to begin the <br />next phases of the Coveleski Park project. Staff is currently working on the relocation plan for the <br />Sons of Israel synagogue and beginning discussions with property owners recently added to the <br />SBCDA acquisition list. <br />Another key step, as it relates to the development efforts in the Coveleski Park project area, is to <br />begin work on the main park block (bound by Western, Lafayette, South and Taylor) and begin to <br />develop a plan to invest in the efforts that will allow the block to serve as the synergistic hub for the <br />development activities in the project area. To that end, attached to this memorandum is an <br />addendum agreement between the City of South Bend and Populous, Inc. (formerly HOK Sport) to <br />provided updated planning and design services for the Coveleski Park project area. <br />The work scope provided for in the agreement will allow for refinement of concepts on the main park <br />block and include work design to develop a work scope for items that will be proposed for <br />construction and development as part of the Phase 1 development plan for the area. I have <br />attached a couple images from the draft planning efforts that show concepts previously discussed <br />for the area. The refinements of elements from the three previous plans (Neighborhood, Ballpark <br />and Facility) will be merged together as part of the work scope proposed within this addendum <br />agreement and the goal of this work will be to finalize the ballpark boundaries, establish a plan for <br />the land areas around the park and develop a design concept for the entry connection feature into <br />the ballpark from the intersection of Western and Lafayette. <br />The proposal from Populous is in the basis of a time and materials format and will be capped at One <br />Hundred Thousand Dollars ($100,000.00) with an allowance for reimbursable expenses. Staff <br />would request a budget amount approval in an amount not-to-exceed One Hundred Fifteen <br />thousand Dollars ($115,000.00). <br />Staff requests approval of this proposal. <br />What We Do Today Makes A Difference! <br />
