October 9, 2008 <br />City of South Bend <br />Division of Economic Development <br />1200 County City Building <br />South Bend, Indiana 46601 <br />Attention: Mr. Nick Witwer <br />RE: PROPOSAL TO PERFORM A PHASE II ENVIRONMENTAL SITE <br />ASSESSMENT FOR THE WASTE MANAGEMENT $ FACILITY LOCATED AT <br />1515-1519 SOUTH FRANKLIN STREET, SOUTH BEND, INDIANA <br />Dear Mr. Witwer: <br />The Phase I ESA listed the following recognized environmental conditions (RECs) for the <br />referenced property: <br />1. A dry well was identified on the subject property. The dry well can act as a <br />pathway for hazardous substances to impact the soil and or groundwater <br />beneath the subject property. <br />2. The subject property has been utilized as industrial property from prior to 1917 to <br />current day. A chemical manufacturer and an iron and metal scrap yard were <br />once located on the subject property. It is likely that large quantities of <br />hazardous substances have been used and stored on the subject property for at <br />least 100 years. <br />Following is a discussion of the work we propose to complete at the site and an estimated cost <br />to complete the work. <br />WIGHTMA ETRIE <br />412 S.
