Cr <br /> RESOLUTION NO. 3210 <br /> A RESOLUTION HONORING <br /> JEFFREY V. GIBNEY FOR EXTRAORDINARY SERVICE TO THE <br /> SOUTH BEND COMMUNITY AND SOUTH BEND REDEVELOPMENT COMMISSION <br /> WHEREAS,Jeffrey V. Gibney was a community visionary in the South Bend area for over <br /> 40 years; and <br /> WHEREAS, Jeff spent 5 of those years (2007 thru 2011) as the Director of Community& <br /> Economic Development for the City of South Bend and worked closely with the Redevelopment <br /> Commission; and <br /> WHEREAS, during service to our community Jeff worked tirelessly with many local <br /> organizations, including the Commission to positively impact South Bend and as one tours our <br /> great City we see an extensive number of projects which benefitted from Jeff's eye for design, <br /> architecture, color as well as landscape; and <br /> WHEREAS,Jeff was an urban pioneer with a passion for saving and building both the <br /> physical and human fabric of our neighborhoods by breaking down barriers to economic justice; <br /> developing creative financing models for structural rehabilitation; and pursuing trailblazing ideas <br /> which brought all segments of our community together; and <br /> WHEREAS,Jeff played a pivotal role as catalyst for projects with substantial community <br /> impact such as: the Kroc Center, Eddy Street Commons, fostering the relationship between the <br /> University of Notre Dame and the City, placement of a new fire station at Chapin and Lincolnway <br /> West; and the construction of the new Studebaker Museum; and <br /> WHEREAS, Jeff provided skillful oversight to the development of numerous projects <br /> throughout South Bend such as: transformation of"the block" at Washington and Walnut into <br /> West Washington Homes; rehabilitation of Dunbar Corner, new life for the Natatorium, <br /> repurposing of Hansel Center, three progressive sites for the ever-expanding Maura Brannick <br /> Clinic, development of the Sav-a-lot shopping area, establishment of the Colfax Cultural Center, <br /> renovation of Robertson's Department Store into apartments, the opening of the Charles Martin <br /> Youth Center, the refurbishment of South Bend Heritage offices, the construction of Heritage <br /> Homes Southeast as well as a myriad of single family houses and other structures; and <br /> WHEREAS,Jeff always pushed organizations and individuals to do more than they <br /> thought that they could do and make them happy with the result; and <br /> WHEREAS, Jeff was able to relate to a wide array of people in our community—sharing <br /> his vision and passion for what could be; and <br /> WHEREAS, with Jeff's passing the community has lost a great visionary, leader and <br />
