�g o <br />45a�T� e <br />f Department of <br />d! <br />Community Investment <br />1865 <br />Memorandum <br />Monday, January 27, 2014 <br />TO: Redevelopment Commission <br />FROM: Ann Kolata & Chris Dressel <br />SUBJECT: Proposal from Hull regarding Environmental Delineation and Sampling in the area of <br />Ignition Park <br />Attached is a proposal from Hull for additional environmental work in the area of Ignition <br />Park. Ignition Park has been enrolled in the Indiana Department of Environmental <br />Management's (IDEM) Voluntary Remediation Program (VRP) for a number of years. While <br />much of the soil and groundwater has been previously sampled, additional work is needed <br />in order to prepare a revised Remediation Work Plan for the VRP project. This proposal <br />addresses a number of tasks that must be completed including: <br />Preparation of a Sampling and Analysis Plan for on- and off -site soil and groundwater <br />sampling. <br />Preparation of an updated Health and Safety Plan and Quality Assurance Project Plan <br />as requested by IDEM. <br />Coordination with IDEM regarding next steps for moving through the VRP process. <br />Some additional soil sampling. <br />Coordinate evaluation of any potential vapor intrusion issues. <br />Installation of temporary and permanent groundwater sampling points and sampling of <br />the groundwater. <br />Conduct quarterly groundwater monitoring for eight quarters. <br />Evaluate groundwater remedies (depending on results of groundwater sampling) <br />Restrict use of groundwater through establishment of an Administrative Control Area <br />under St. Joseph County Code limiting the installation of private drinking wells. <br />Since the area is already served by the City of South Bend water department <br />this will not cause problems within the area. <br />The proposal from Hull provides additional detail on each of these items. The work will be <br />billed as tasks are performed and has a "not to exceed" cap of $300,778. The final cost <br />could be less depending on the results of the soil groundwater sampling. The extent of this <br />work has been anticipated for several years and the funds are available as part of the <br />Studebaker /Oliver project. <br />227 W. JEFFERSON BLVD.
