This is a requirement by the Indiana Finance Authority.We submit <br /> disbursement requests of bond proceeds to them for various projects and currently we have <br /> outstanding disbursement requests on hold until this is approved by the Council. This is more of an <br /> administrative action that had not been communicated to the City over the last two years.
