East Res. <br />* Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, then the <br />authorization of the expenditure of such funds shall be void and of no effect. <br />PURPOSE OF REQUEST: Approve Resolution Accepting 1408 Elwood (former Drewrys Brewery Parcel) from BPW <br />to RDC <br />SPECIFICS: The City of South Bend, through the entity of the Board of Public Works (BPW), acquired the former <br />Drewrys Brewery property at 1408 Elwood via a tax certificate in June 2022. At the time of acquisition, the site <br />was in complete disrepair and constituted a risk to the health and safety of the surrounding neighborhood. <br />Since acquisition, the City and a variety of partners, including the Environmental Protection Agency and the <br />Indiana Department of Environmental Management, have expended considerable resources to address the <br />safety concerns and clean up the site. Those actions have included: <br />•Significant environmental testing <br />•Removal of environmental contaminants <br />•Removal of all partially demolished buildings <br />•Removal of all buildings that were fire damaged <br />•Removal of all remaining industrial buildings <br />•Removal of underground storage tanks <br />There are a few items left in the remediation portion of the cleanup including the final removal of some <br />remaining foundations. Once those foundations are removed, the site will be ready for the next phase of <br />redevelopment. City staff believe this is an appropriate time to transfer the property to the Redevelopment <br />Commission (RDC), which is a more appropriate entity than the BPW for the next stages of redevelopment <br />planning. Also, the RDC is the owner of the adjacent Portage Elwood Shopping Center.
