K. <br />Schutt, Architect <br />Property Owner: Daryn Pobanz <br />Landmark or District Designation: Chapin Park LHD, <br />Ordinance #9575-05; National Register of Historic Places <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/SITE: Two and a half story Queen Anne (irregular plan) on a rough faced <br />concrete block foundation. A single chimney punctuates the roof line. The exterior is wood clapboard with square <br />shingles in the gables. The asphalt shingle roof is cross-gabled with cornice returns and a very wide rake; frieze and <br />moulded cornice. One-over-one double-hung windows with moulded entabulatures throughout; third-story gable <br />has both nine-over-one and six-over-one double-hung windows. Two front doors lead onto the full-width front <br />porch with grouped Doric columns and balustrades; the moulded cornice has wood brackets at either end of the <br />porch fascia that are spiraled. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1. Build a back porch to mirror original porch on the other side of the house. <br />2. Remove back deck that is badly deteriorated and not original. <br />3. Build a picket fence from the corner of the new porch to the east property line and from the house on the north <br />side to the north property line. <br />4. Install Mini split condenser above new porch roof. <br />STANDARDS AND GUIDELINES: <br />Fences and Retaining Walls: Pages 12-13; Porches: Pages 17-18; New Construction: Pages 33-35; <br />Demolition: Pages 36-37. <br />SITE VISIT REPORT: <br />STAFF RECOMMENDATION: The current rear deck is of modern construction and is deteriorated. Removal <br />RIWKHGHFNLVDSSURSULDWH&RQVWUXFWLRQRIWKHQHZSRUFKURRILVÀWWLQJWKHVW\OHRIWKHKRXVHDQGDSSURSULDWHLQ <br />scale and materials. A new fence along the property line from the house to the eastern line will have no negative <br />implications on the property and is in line with other houses in the district.
