JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 11, 2025 <br />Application Number: 2025-0530 <br />Property Location: 705 Leland Avenue <br />Architectural Style/Date/Architect or Builder: <br />American Foursquare / 1909 / <br />Property Owner: Caspers-Shutts Family Trust <br />Landmark or District Designation: Chapin Park LHD, <br />Ordinance #69575-05 <br />Rating: Non-Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This is a 2 story foursquare home on a brick foundation with alumi- <br />num replacement siding on the second story and vertical board and batten siding on the front first story. The roof is <br />hipped, and there is a gable dormer on the front facade which frames a bay window on the second story. Windows <br />are mostly 1 over 1 double hung windows. The original, full-length porch was removed between 1966 and 1972. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1. Remove the vertical siding from the front, lower story. Strip and paint wood clapboard underneath, replacing <br />rotten pieces with new wood of same size and profile when absolutely necessary. Existing horizontal siding above <br />the proposed porch’s roofline to be left alone. Installation of flashing as needed. [AA 2025-0530] <br />2. Replace the non-historic steel doors to front entrance, north side entrance, and rear entrance with fiberglass <br />Thermal Tru doors with 6-lite. [AA 2025-0530] <br />3. Replacement of existing non-historic shutters with matching shutters of fiberglass. [AA 2025-0530] <br />4. Replace historic door to south side entrance with replica wood door. <br />5. Installation of replacement windows in window openings on dormers and side and rear of house with wood <br />windows. <br />STANDARDS AND GUIDELINES: <br />Doors: Pages 10-11; Windows: Pages 29-32. <br />SITE VISIT REPORT: Historic Preservation Administrator Ross Van Overberghe and Historic Preservation <br />Specialist Kate Himick were able to inspect the windows and previous window openings and door from the interi- <br />or and exterior on several occasions. The existing windows are a mix of glass block, jalousie, RV slider, aluminum <br />slider, cottage style single hung, double hung and fixed pane. The windows in the front facade first floor (3 & 4) <br />and the front facade second floor (13 & 14) are in good condition and can be restored. Windows (1, 2, 5, 6, 11, 12 & <br />15) Are on the sides of the house and not as visible, they are in good condition and could be restored, however, cost <br />of restoration may be greater than replacement with all wood windows. Window (7) is a fixed pane window in good <br />condition but non operable. Window (8) is a wood hinged window in poor condition. Window (9) is an aluminum <br />slider installed into a larger opening. Window (10) is glass block. Windows (16 & 17) are previous openings sided <br />over. Window (18) is to be a new window opening. Window (19) is a Jalousie window in poor condition. Window <br />openings in the attic on the two side dormers and front dormer have been sided over.
