JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 14, 2025 <br />Application Number: 2025-0407 <br />Property Location: 917 Leland Avenue <br />Architectural Style/Date/Architect or Builder: <br />Free Classic / 1902 <br />Property Owner: Mike & Jennifer Stone <br />Landmark or District Designation: Chapin Park LHD, <br />Ordinance #9575-05 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This is a 2 story plus attic Free Classic with an irregular plan. It is <br />situated on a brick foundation. The exterior walls are clapboard siding with corner boards, and the roof is covered <br />with asphalt shingles. There is a full width porch across the front with wood flooring and balustrade and spindle <br />newal posts, doric wood columns, concrete steps and lattice work at the base. The windows are mostly wood 1/1 <br />double hung thoughout, with an oval hall window on the south, an arched window in porch, and a fanlight in the <br />front gable. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:* <br />1) Build a new shed-roof dormer intersecting the south gable to gain standing room in the bathroom. <br />*Note that a previous application (COA 2024-0708a) to extend the south gable by 6 feet was approved by the Commission in August <br />of 2024. The dormer design shown in application 2025-0407 is intended to replace the proposed gable extension. <br />STANDARDS AND GUIDELINES: <br />Additions: 36-37. <br />SITE VISIT REPORT: <br />STAFF RECOMMENDATION: The dormer as proposed is inappropriately intersecting two roof slope. Should <br />the shed dormer be relocated to intersect only one roof slope, Staff believe that the dormer would be in proportion <br />to the rest of the home and would not negatively impact the character of the home. Based on the information pro- <br />vided prior to this public hearing, Staff makes an UNFAVORABLE RECOMMENDATION . <br />Prepared by <br />Kate Himick, Historic Preservation Specialist
