JOSEPH COUNTY
Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov
STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: April 15, 2025
Application Number: 2025-0404b
Property Location: 705 Leland Avenue
Architectural Style/Date/Architect or Builder:
Free Classic Foursquare / c. 1900s
Property Owner: Casper Shutts Family Trust
Landmark or District Designation: Chapin Park Local
Historic District Ordinance #9575-05
Rating: Contributing
DESCRIPTION OF STRUCTURE/SITE: This is a 2 story foursquare home on a brick foundation with alumi-
num replacement siding on the second story and vertical board and batten siding on the front first story. The roof is
hipped, and there is a gable dormer on the front facade which frames a bay window on the second story. Windows
are mostly 1 over 1 double hungs. The original, full-length porch was removed between 1966 and 1972.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1) Construct a porch on the front facade to replicate the original footprint of the previous porch. The design of the
proposed new porch is attached. The columns are to be fiberglass or composite, the railing is to be wood, and the
roof is to match the new asphalt shingle roof (AA 2025-0228).
2) Erect a wood 6’ privacy fence at the rear and sides of the house, up to the front corner, and erect a wood 3’, 50%
transparent fence in the front side yard up to top of the berm.
3) Erect an overhang over the side entry, add railing to the side entry, and replace the existing concrete steps.
4) Install light posts along the sidewalk at the edge of the berm.
STANDARDS AND GUIDELINES:
Porches: 17-18. Fences and Retaining Walls: 12-13. Additions: 36-37. Site Projects: 22-24.
SITE VISIT REPORT:
STAFF RECOMMENDATION: The overall design of the proposed porch is in keeping with the style of the
home and with similar, neighboring homes such as 510 and 508 Lindsey Avenue. Staff recommends that the col-
umns be thinner than shown to better complement the detailing of the house and that they be of fiberglass or
wood over a vinyl composite material. Staff also recommends that the materials of the new porch and the side-door
overhang be sympathetic to historic construction. Regarding the light posts, Staff believes that a singular globe
or two globes would be more appropriate for the scale of the home and this residential area than multiple globes.
Based on the information provided prior to this public hearing, Staff makes a FAVORABLE recommendation for
items presented here, given that decisions on materials and finer details be remanded to Staff.
Prepared by,
Kate Himick, Historic Preservation Specialist
