JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: April 3, 2025 <br />Application Number: 2025-0402-2 <br />Property Location: 1168 Lincoln Way East <br />Architectural Style/Date/Architect or Builder: <br />American Foursquare / Prairie / 1922 <br />Property Owner: Por Thach <br />Landmark or District Designation: Lincoln Way East LHD, Or- <br />dinance #7343-84 <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/SITE: This is a two story house set upon a brick foundation. It has a <br />hipped roof with a front hip roof dormer; shingles are asphalt. The walls are common bond brick. The enclosed <br />front porch features brick piers with stone prairie style deco windows and a brick wall. The porch entry is single <br />leaf with wide sidelights. WIndows are original wood double hung with divided lite upper sashes and stone sills. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Install a 6’ dog-eared pine fence in the backyard. (Administrative Approval 2025-0402-1) <br />2) Construct a Menard’s Design and Buy (24’ x 24’) garage with a hipped roof and Roseburg DuraTemp primed <br />plywood siding. <br />STANDARDS AND GUIDELINES: <br />New Construction: Pages 33-35. <br />SITE VISIT REPORT: <br />STAFF RECOMMENDATION: The proposed garage has a hipped roof to mirror that of the house’s roof, and <br />the proposed siding is Roseburg DuraTemp primed plywood, which would be a more suitable fit in the neighbor- <br />hood than vinyl or aluminum siding and could be upgraded to clapboard siding at a later date if so desired. Staff <br />considers the elements of the garage to be sympathetic to the neighborhood and welcomes the changes made to the <br />design since the last application (COA #2025-0303, denied ).
