JOSEPH COUNTY STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: June 6, 2024 <br />Application Number: 2024-0531 <br />Property Location: 14229 State Road 23 <br />Architectural Style/Date/Architect or Builder: Victorian / Eastlake, c. <br />1880 <br />Property Owner: Theron Roberts <br />Landmark or District Designation: Local Landmark (Ordinance #94- <br />1976, amended by #79-2001) <br />Rating: Outstanding <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: 14229 State Rd 23 is a 2 ½ story, cross-plan brick house set upon <br />a dressed stone foundation. It has a high-pitched gable roof with a boxed cornice, plain frieze, and scrollwork <br />in the east and west gable ends. The existing roof is of architectural asphalt shingle. The windows feature <br />segmental arches and small overhangs, and the upper double windows have shutters. A porch on the east side <br />of the front elevation exhibits openwork detailing and turned posts. <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Replace the roof with metal standing seam roof panels in a color matching the existing roof. Work would <br />include new underlayment and water shields on the eaves and valleys; new flashing on the pipes and <br />chimneys; and the incorporation of a roof venting system. <br /> <br />(If an affordable contractor for the above plan cannot be located, it is proposed to replace the roof with <br />architectural asphalt shingles to match the existing. This plan would also include the supplemental elements <br />listed above.) <br /> <br />STANDARDS AND GUIDELINES: <br /> <br />Roofs, Gutters/Downspouts, Soffits: Pages 19-21. <br /> <br />SITE VISIT REPORT: N/A <br /> <br />STAFF RECOMMENDATION: Metal roofing emerged in popularity in the late 19th century and is <br />sympathetic to the home’s rural context. The proposed metal roof would have hidden fasteners, and the <br />supplemental work would be a positive improvement to the preservation of the building. Staff make a <br />FAVORABLE RECOMMENDATION.
