Other <br /> Fifth District forms of discrimination may be unintentional and become recognized only <br /> Sheila Niezgodski with the benefit of hindsight and after being identified as such. The purpose <br /> Sixth District of the South Bend Human Rights Ordinance is to eliminate all forms of <br /> Karen L.White <br /> discrimination. <br /> At Large The Human Rights Ordinance was amended to prohibit <br /> Rachel Tomas Morgan discrimination based on sexual orientation and gender identity on March 27, <br /> At Large 2012. With the benefit of hindsight and the hope of foresight, it is now time <br /> to add the class of"homeless"as a protected class of persons under the <br /> Lori K.Hamann Human Rights Ordinance to protect those who are often forgotten, ignored <br /> At Large and vulnerable in our community. This addition to the Human Rights <br /> Ordinance will protect another class of persons from discrimination and <br /> remind all of the inherent dignity of all persons. <br /> The proposed amendment adds the homeless to each section of the <br /> ordinance that identifies protected classes. The proposed ordinance also adds <br /> a definition of"homeless" and"homelessness"by reference to 24 C.F.R. §§ <br /> 91.5, 582.5, and 583.5. <br />
