Committee wort: <br /> 2Joint /Outing of the <br /> ADubalit Works anb Wopertv Vacation Committee ana the <br /> 1erzonne1 anti fluent Committee <br /> The March 12, 2001 joint meeting of the Public Works and Property Vacation Committee and the <br /> Personnel and Finance Committee was called to order by Personnel and Finance Chairperson, <br /> Council Member James Aranowski at 5:00 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, King, Kelly, White, <br /> Varner, Ujdak, Coleman and Kirsits; Community and Economic Development Director Jon Hunt, <br /> Mayoral Assistant Fred Thon, City Engineer Carl Littrell, Bob Case, Citizen member Khadijah <br /> Muhammad, Dave Sasano, Greg Hudson and Jeff Hirsch of DLZ Indiana, Inc., Public Works <br /> Director Gary Gilot, Assistant City Attorney Cheryl Greene, Ken Herceg, Scott Rozanski, <br /> Attorney Randy Rompola,Attorney Bruce Bancroft,Terry Bland of the §OUtb 0en4 Zribunt, <br /> and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Aranowski noted that the first item on the agenda was to review Bill No. 19-01 <br /> which would approve the execution of a lease for the construction of a new Public Works Service <br /> Center and would pledge COIT revenues to the payment of the rentals on this facility. <br /> Mr. Ken Herceg and Scott Rozanski of Ken Herceg and Associates then showed preliminary <br /> drawings of the proposed Public Works Service Center. They noted that the center will consist of <br /> three (3) buildings with the main building consisting of 48,500 square feet of garage space and <br /> 21,400 square feet of office and administrative space. There would be two (2) other covered <br /> storage buildings of approximately 6,000 square feet and 12,000 square feet respectively, along <br /> with a salt dome and related yard facilities. The proposed buildings would more than double the <br /> space available. <br /> Dr. Varner inquired whether the design standards for the area addressing masonry construction <br /> were part of a design plan and whether they were the best use of tax dollars. He inquired whether <br /> the extra cost is justified in light of the overall use. <br /> Mr. Hunt noted that from a redevelopment standpoint that "Inner City Industrial Park" design <br /> standards should be developed, however currently the area would be under the Studebaker <br /> Corridor Standards. He further noted that there should be an emphasis on landscaping so that a <br /> reasonable balance can be struck. <br /> Mr. Herceg noted that only the office portion would have brick with split-block being used <br /> elsewhere. The masonry would be for approximately 8 feet and should provide good durability <br /> and maintenance. <br /> Mr. Gilot stated that energy concerns were also taken into consideration during the design phase of <br /> the building. He believes that a good balance has been struck which will stay within budget. <br /> Council Member Kirsits inquired about the many fuel spills and related environmental problems <br /> with regard to the use of this facility. <br /> Mr. Gilot and Mr. Herceg stated that appropriate dry wells, catch basins, and separators have been <br /> proposed to address such environmental concerns. • <br />
