t1ommitt ort: <br /> Zoning an Ittittexation tommitin <br /> The February 26, 2001 meeting of the Zoning and Annexation Committee was called to order by <br /> its Chairperson, Council Member Karen White at 3:03 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members: Aranowski, King, Kelly, Varner, Ujdak, <br /> Coleman, White and Kirsits; Community and Economic Development Director Jon Hunt, Historic <br /> Preservation Commission Acting Director John Oxian, Economic Development Specialist <br /> Cassandra Moran, Terry Bland of the giOUthj tri(unt, and Kathleen Cekanski-Farrand, <br /> Council Attorney. <br /> Council Member White noted that the first item on the agenda was to review Bill No. 10-00 which <br /> is a Bill to designate the property located at 3016 Portage Avenue as an historic landmark. She <br /> provided copies of the February 20, 2001 letter from the Board of Commissioners of St. Joseph <br /> County to the Council Attorney and its attachments(copies attached). <br /> Mr. Oxian noted that the St. Joseph County Infirmary was listed on the National Register of <br /> Historic Places last June. He again noted that the proposed designation is for the entire site. <br /> Council Member Ujdak inquired as to the process to take acreage out of being designated as an <br /> historic landmark. Mr. Oxian stated that a motion to rescind that portion of the legal description <br /> would be necessary based on a survey. It would be subject to the 90-day process. It was again <br /> noted that the property is owned by the County but is within the City limits. <br /> Jon Hunt voiced concern with regard to long-term development plans. He noted in response to a <br /> question from Council Member Aranowski that developers prefer unencumbered property with the <br /> fewest amount of legal hoops to develop. <br /> Council Member Coleman stated that he opposes landmarking the surrounding acreage but would <br /> support designating the structure itself. He does not see the extra layering as serving the best <br /> interests of the City. He noted that the Manor is a great part of our local heritage. <br /> Council Member Ujdak stated that this is a prime location and sees the acreage designation as an <br /> unnecessary hurdle. <br /> Following discussion, Council Member Coleman made a motion, seconded by Council Member <br /> Ujdak that Bill No. 10-00 be recommended unfavorably to Council. The motion passed. <br /> There being no further business to come before the Committee, Council Member White adjourned <br /> the meeting at 4:05 p.m. <br /> Respectfully submitted, <br /> Council Member Karen L.
