QCommtttst Z port: <br /> Public Works and Property Vacation Committee <br /> go the Common Council of Os City of 6outt �n : <br /> The March 8, 1999 meeting of the Public Works and Property Vacation Committee was <br /> called to order by its Chairperson, Council Member David Varner at 3:28 p.m. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Kelly, Varner, Pfeifer, <br /> Coleman and King;Lew Powell,James Voll,Don Fozo,Ms. Muhammand,Dea Andrews, <br /> Ann Kolata,Ed Talley and Kathleen Cekanski-Farrand. <br /> Council Member Varner introduced Ms. Muhammand who is interested in becoming <br /> involved as a citizen member of the Council Committees. She presently works in the <br /> County Prosecutor's Office. <br /> Dr. Varner noted that the first item on the agenda was to review Bill No. 13-99 which is an <br /> ordinance requesting the vacation of a portion of an alley south of Chapin. <br /> Dea Andrews made the presentation. She noted that the proposed vacation would allow for <br /> the consolidation of the lots targeted for the development of Phase II of the Chapin Market <br /> Development. The projects is an extension from Phase I of the Chapin Market,which now <br /> house a grocery store and the Chapin Street Clinic. Phase II will compliment Phase I with <br /> a planned laundromat and other professional service-providers. One of the goals of the <br /> project is to provide services at a site both within walking distance from the homes of the <br /> neighborhood residents and also visible enough to attract customers by its proximity to the <br /> grocery store and the Western and Chapin intersection. Dea Andrews provided a drawing <br /> of the project project as well as maps of the area in question(copies attached). <br /> No one spoke in favor or against the proposed vacation from the public.Dr. Varner noted <br /> that the Board of Public Works sent the request to the Council with a favorable <br /> recommendation(copy attached). Council Member Pfeifer noted that Phase II is part of the <br /> ongoing revitalization of the area. In light of the Committee not having a quorum, no <br /> formal action was taken by the Committee. <br /> Under unfinished business, Dr. Varner noted that both he and the Council Attorney <br /> contacted Mr. and Mrs. Sehl regarding Bill No. 8-99 which was continued from the last <br /> Council meeting. The couple does understand the impact of the vacation and desire that the <br /> Council proceed forward on that Bill this evening. Dr. Varner also noted that all Council <br /> Members should have a copy of the letter sent to Mr. and Mrs. Sehl from our Council <br /> Attorney. <br /> There being no further business to come before the Committee,the meeting was adjourned <br /> at 3:38 p.m. <br /> Respectfully submitted, <br /> Council Member David Varner <br /> Chairperson,Public Works and Property Vacation Committee <br /> • <br /> Attachments <br />
