tommittss Zsport: Personnel and Finance and Health and Public Safety Committees 1E0 tbs tommOtt tottiutiU of tbt eitV of §ouUj Osnb: The March 8, 1999 meeting of the Personnel and Finance and the Health and Public Safety Committee was called to order by Personnel and Finance Chairperson, Council Member James Aranowski at 4:05 p.m.in the Council informal meeting room. Persons in attendance included Council Members: Aranowski, Varner, Ujdak, Kelly, King, Coleman, Sniadecki, and Pfeifer; Jim Lopez, Ken Fedder, Thomas Fautz, Assistant Chief Rick Switalski,and Kathleen Cekanski-Farrand. Council Member Aranowski noted that the first item on the agenda was to review Bill No. 14-99 which would amend prior ordinances addressing annual pay and monetary fringe benefits for members of the South Bend Police Department. Investigative Division Chief Thomas H. Fautz made the presentation. He noted that there is a problem with the current pay for the detective classification since all officers did not receive the same percentage increase. This Bill would correct the investigative pay in light of that. The Council Attorney noted that the investigative pay was not part of the negotiated agreement with the FOP,and that this matter was entered into after the passage of the wage ordinance for the police department. Following discussion, Council Member Varner made a motion, seconded by Council Member Pfeifer that Bill No. 14-99 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 15-99 which would appropriate$24,850 from the Haz-Mat Fund (Fund#289). Assistant Fire Chief Rick Switalski made the presentation. He noted that the equipment listed in the attachment to the ordinance would be purchased with this appropriation. Following discussion, Council Member King, made a motion, seconded by Council Member Ujdak, that Bill No. 15-99 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 16-99 which would appropriate$21,570 from the Indiana River Rescue Fund (Fund # 291). Assistant Chief Switalski made the presentation. He noted that there would be two (2) classes held in South Bend in June and August. Last year 30 Indiana State Troopers took the course and so far 23 Indiana State Troopers have signed up. The program is nationally recognized. Action teams have been activated in the based to address flood areas nationally. Following discussion, Council Member Ujdak made a motion, seconded by Council Member Pfeifer,that Bill No. 16-99 be recommended favorably to Council. The motion passed. Under miscellaneous business, Council Member Aranowski noted that he and Council Member Kelly met on the second hand dealer issue. First reading on the revised Bill should take place on March 22nd. Both the Legal Department and our Council Attorney would be reviewing the measure prior to it being filed. Council Member King suggested that the two (2) upcoming Residential Neighborhood meetings one on loitering and one on traffic calming be cancelled.
