Commfttss Z port: <br /> The Zoning and Annexation Committee <br /> to the Common Countfl of the QCftt of out j gitn : <br /> The March 8, 1999 meeting of the Zoning and Annexation Committee was called to order <br /> by Council Member Charlotte Pfeifer, Vice Chairperson at 3:38 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, King, Pfeifer, Varner, <br /> Kelly, and Coleman; Ms. Muhammand, Doug Carpender, Terry Bland, Don Fozo, Bob <br /> Case, Larry Magliozzi, Lew Powell, Ann Kolata, James Voll, Owen Rock, Bill Owen, <br /> Ed Talley,and Kathleen Cekanski-Farrand. <br /> Council Member Pfeifer noted that the first item on the agenda was Bill No. 104-98 which <br /> would amend Article 6.5 of Chapter 21 of the South Bend Municipal Code to provided for <br /> interim protection of proposed local historic landmarks prior to final landmark designation <br /> and would create subparagraph designations in § 21-117.2 (d). <br /> Mr. Ed Talley, Director of the Historic Preservation Commission made the presentation. <br /> He requested that the Bill be continued until the next meeting of the Council so that the <br /> Historic Preservation Commission could hold an additional meeting on it. Several Council <br /> Members recommended additional notice to not only the owners of historic landmarks but <br /> also to the neighborhood groups where they are located. <br /> Mr. Talley noted that the Historic Preservation Commission will soon have its own web <br /> page and email address. <br /> The Committee then reviewed Bill No. 2-99 which is a rezoning request for the property <br /> located at 6.3 acre site north of lot 20 in the US 31 Industrial Park. Mr. James Voll <br /> showed the site plan and map of the area in question and indicated that it received favorable <br /> recommendations from both the Commission and staff. Owen Rock of the Redevelopment <br /> Department made the presentation. Following discussion, Council Member Varner made a <br /> motion, seconded by Council Member Kelly that Bill No.2-99 be recommended favorably <br /> to Council. The motion passed. <br /> The Committee then reviewed Bill No. 4-99 which would amend various sections of <br /> Chapter 21, Article 7, Rezoning Procedures of the South Bend Municipal Code. Mr. <br /> James Voll noted that this is a text amendment addressing final site plans which was <br /> prepared by the Area Plan staff and recommended favorably to the Council by the <br /> Commission. Following discussion, Dr. Varner made a motion, seconded by Citizen <br /> Member Doug Carpender that Bill No. 4-99 be recommended favorably to Council. The <br /> motion passed. <br /> Dr. Varner noted he received a fax from that the Republican nominee for the Historic <br /> Preservation Commission would be unable to attend today's meeting. <br /> Mr. Bill Owen then addressed the Committee regarding a project which he would like to <br /> build before 2000 at the corner of Johnson and Fellows. It would contain 131 units on 59 <br /> acres and would be voluntarily annexed into the city. It was noted that the land could not <br /> legally come into the city until after January 1,2000 in light of current state law. Drainage <br />
