Committee Ztport: <br /> Personnel and Finance Committee <br /> to flit Common Council of t Jt Cf tp of ioutf) tn : <br /> The January 12, 1998 meeting of the Personnel and Finance Committee was called to order <br /> by its Chairperson, Council Member John Broden at 5:00 p.m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, <br /> Varner, Ujdak, Coleman, Hosinski; Kathy Dempsey, Ann-Carol Simons, Terry Bland, <br /> and Kathleen Cekanski-Farrand. <br /> Council Member Broden noted that the purpose of the meeting was to review Substitute <br /> Bill No. 135-97 which would revise licensing provisions for peddlers, canvassers, <br /> precious metal dealers and second hand stores. <br /> Ii <br /> Ann-Carol Simons,Assistant City Attorney then made the presentation. She noted that the <br /> bill in its original draft form was written with the assistance of Thomas Fautz, Assistant <br /> Chief of the Investigative Division of the South Bend Police Department. Having further <br /> discussions with him the Substitute Bill was prepared. The Substitute Bill recommends <br /> that for precious dealers that they hold merchandise for a longer period at a time changing <br /> that period from 14 days to 30 days. The proposed bill also provides new criteria for the <br /> Police Department to make proper determinations for licensing. It would also prohibit the <br /> display on the outside of stores of secondhand merchandise. <br /> Council Member Varner questioned whether the proposed fee amounts were realistic in <br /> light of the time spent by the city to do background checks and related information <br /> gathering. He was concerned that the city was short changing itself in this area. Ms. <br /> Simon stated that the fees suggested were basically a "stab in the dark". Council Member <br /> Varner suggested that we stab a little deeper so that proper amounts are reflected. The <br /> Council Attorney suggested that perhaps all licensing fees could be reviewed so that a new <br /> bill could be prepared and be in effect at the half year point. <br /> Following future discussion, Council Member Aranowski made a motion seconded by <br /> Council Member Varner that Substitute Bill No. 135-97 be recommended favorably to <br /> council.
