Commfttss Zsport: <br /> Personnel and Finance and Health and Public Safety Joint Committee Meeting <br /> (Co the Common (ountfl of the tttg of South /Mgr: <br /> The January 12, 1998 meeting of the Personnel and Finance and Health and Public Safety <br /> Joint Committees was called to order by its Health and Public Safety Chairperson, Council <br /> Member Charlotte Pfeifer at 5:10 P.M. in the Council informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Kelly, Pfeifer, Coleman, <br /> Ujdak, Broden,Hosinski, and Varner; Terry Bland, Ann-Carol Simons, Kathy Dempsey <br /> and Kathleen Cekanski-Farrand. <br /> Council Member Pfeifer noted that she received a letter from Fire Chief Luther Taylor who <br /> asked that Bill No. 132-97 which addresses hazardous material and tactical rescue teams be <br /> continued indefinitely. <br /> The committee then reviewed Ordinance No. 8815-97 which the Common Council passed <br /> late last summer. Assistant City Attorney Ann-Carol Simons noted that the original <br /> ordinance was not clear with regard to the coverage of various charitable organizations with <br /> regard to restaurants. She noted that the Homeless Shelter which had been licensed was <br /> asked not to be licensed in 1996. <br /> Ann-Carol Simons noted that she drafted the ordinance and after much council discussion <br /> the council passed an ordinance which required the overall licensing provisions without the <br /> license fee in its totality. She noted that the County Health Department still does <br /> inspections. All charitable organizations are required to pay the processing fee upfront with <br /> the application with the fee being$5.00. <br /> Ms. Simons further noted that most charitable organizations have been very cooperative. <br /> Council Member Ujdak noted that most of the calls that he has received were from churches <br /> which used their facilities for dining purposes on a very limited basis. He questioned <br /> whether the itinerant restaurant provision could be used for such churches. Ms. Simons <br /> believed that this provision would not apply. <br /> Council Member Pfeifer stated that she does not want to go backwards in this area of <br /> Health and Public Safety. <br /> Kathy Dempsey stated that she would like to have the ordinance on the books since it is a <br /> basic health and safety issue. <br /> Council Member Kelly noted that it provides protective devices. It was also noted that the <br /> ordinance allows the city to educate those charitable organizations who utilize their facilities <br /> on a limited basis with regard to proper food care preparation. <br /> Ms. Simons stated that she would work with the council if further clarification was needed. <br /> There being no further business to come before the Committee the meeting was adjourned <br /> at 5:30 p.m. <br />
