Commfttss Zsport: Personnel and Finance and Health and Public Safety Joint Committee Meeting (Co the Common (ountfl of the tttg of South /Mgr: The January 12, 1998 meeting of the Personnel and Finance and Health and Public Safety Joint Committees was called to order by its Health and Public Safety Chairperson, Council Member Charlotte Pfeifer at 5:10 P.M. in the Council informal meeting room. Persons in attendance included Council Members: Aranowski, Kelly, Pfeifer, Coleman, Ujdak, Broden,Hosinski, and Varner; Terry Bland, Ann-Carol Simons, Kathy Dempsey and Kathleen Cekanski-Farrand. Council Member Pfeifer noted that she received a letter from Fire Chief Luther Taylor who asked that Bill No. 132-97 which addresses hazardous material and tactical rescue teams be continued indefinitely. The committee then reviewed Ordinance No. 8815-97 which the Common Council passed late last summer. Assistant City Attorney Ann-Carol Simons noted that the original ordinance was not clear with regard to the coverage of various charitable organizations with regard to restaurants. She noted that the Homeless Shelter which had been licensed was asked not to be licensed in 1996. Ann-Carol Simons noted that she drafted the ordinance and after much council discussion the council passed an ordinance which required the overall licensing provisions without the license fee in its totality. She noted that the County Health Department still does inspections. All charitable organizations are required to pay the processing fee upfront with the application with the fee being$5.00. Ms. Simons further noted that most charitable organizations have been very cooperative. Council Member Ujdak noted that most of the calls that he has received were from churches which used their facilities for dining purposes on a very limited basis. He questioned whether the itinerant restaurant provision could be used for such churches. Ms. Simons believed that this provision would not apply. Council Member Pfeifer stated that she does not want to go backwards in this area of Health and Public Safety. Kathy Dempsey stated that she would like to have the ordinance on the books since it is a basic health and safety issue. Council Member Kelly noted that it provides protective devices. It was also noted that the ordinance allows the city to educate those charitable organizations who utilize their facilities on a limited basis with regard to proper food care preparation. Ms. Simons stated that she would work with the council if further clarification was needed. There being no further business to come before the Committee the meeting was adjourned at 5:30 p.m.
