x <br /> (tommttttt Ztport <br /> ZONING AND ANNEXATION COMMITTEE <br /> 1r0 tit 1COmMt QCOUttai of tbt eat, of f01ttfj IStttb: <br /> The February 28, 1994 meeting of the Zoning and Annexation Committee was <br /> called to order by its Chairperson Lee Slavinskas at 4:05 p.m. in the Council <br /> Informal Meeting room. <br /> Persons in attendance included Council Members Luecke, Kelly, Puzzello, <br /> Slavinskas, Coleman, Duda, and Ladewski; Larry Magliozzi, John Byroni, John <br /> Peddycord,Don Porter, Marco Mariani,and Kathleen Cekanski-Farrand. <br /> The purpose of the meeting was to review Resolution No. 94-2 which addresses <br /> the written fiscal plan and policy for the proposed Reservoir Annexation, and Bill <br /> No. 119-93 which is the annexation of property west of Ironwood Road and South <br /> of Ireland Road in Center Township commonly referred to as the Reservoir <br /> Annexation. <br /> Mr. Magliozzi made the presentation on both items. He noted that with the <br /> additional time granted by the Common Council it allowed for more discussion to <br /> take place between the parties. He then referred to map two (2) attached to the <br /> Resolution to describe the area in question. He noted that 81% of the property is <br /> contiguous to the City Limits of South Bend. It is currently being served by City <br /> water and Sewer both from Ireland Road to Ironwood Road. Four of the property <br /> owners are currently connected to such services. The proposed annexation includes <br /> approximately 32 acres and has 10 residents residing there. It incorporates one <br /> large church, a City reservoir, and one office complex zoned "0' office in the <br /> County. The area would be added to Councilmanic District No. 5. With the delay <br /> of action, the new effective date if action is taking this evening would be May 13, <br /> 1994, which would allow for the 60 day remonstrance period and proper <br /> advertisement. He noted that there was a comparable area as the one in question <br /> along Ireland Road. Mr. Magliozzi then noted that all City Departments have <br /> concluded that they can provide services without increasing their budgets. This <br /> would include the Police Department, Fire Department, Neighborhood Code <br /> Enforcement, and others. He further noted the fiscal impact would be minimal. <br /> There were no individuals to speak in favor or opposed to either Bill. <br /> Following further discussion, Council Member Duda made a motion, seconded by <br /> Council President Puzzello, that Resolution No. 94- 2 and Bill No. 119-93 be <br /> recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 116-93 which is a zoning request for the <br /> property located at 4400 West Western Avenue. Mr. John Byroni noted that the <br /> property in question received a favorable recommendation from the Area Plan <br /> Commission. <br />
