Committee Repot <br /> ZONING AND VACATION COMMITTEE <br /> To the Common Council of the City of South Bend: <br /> The June 28, 1993, meeting of the Zoning and Vacation <br /> Committee was called to order by its' Chairperson, Council <br /> Member Lee Slavinskas, at 5:15 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Luecke, <br /> Kelly, Puzzello, Slavinskas, Zakrzewski, Duda, Ladewski; <br /> Attorney John Ford, John Byorni, Don Porter and Kathleen <br /> Cekanski-Farrand. <br /> Council Member; Slavinskas noted that the first item to be <br /> reviewed was Bill No. 43-93 which would vacate property <br /> running betweep Notre Dame Avenue and Frances Street. Mr. <br /> Ford, the Attorney for the Petitioner, St. Joseph Medical <br /> Center, Inc. , noted that the purpose of the vacation is to <br /> increase and improve the parking areas serving the medical <br /> facility. <br /> Mr. Ford showed various 8 X 10 pictures of the area in <br /> question as well as the site plan for the area. <br /> The Council Attorney noted that Mr. Ford had met with Mary <br /> Hall Mueller, Council Member Puzzello, Carl Littrell and <br /> members of the Engineering Department to discuss this <br /> matter. As a result of that meeting, a new Substitute Bill <br /> (marked Final Substitute Bill No. 43-93) was filed by Mr. <br /> Ford setting forth new language in Sections V and VI. <br /> Council Member Zakrzewski questioned whether the Petitioner <br /> would maintain the alleys after they are hard surfaced and <br /> was advised that the hospital would maintain the alleys as <br /> part of their dverall maintenance of the parking lot. <br /> Council President Luecke questioned drainage and Mr. Byorni <br /> noted that it would be subject to a final site plan when the <br /> rezoning comes'. before the Council. <br /> Council Member, Ladewski stated that the parking is needed <br /> and necessary and that he was very familiar with the area. <br />
