Truman proclaimed May 30, 1950,as a day to unite the <br /> Nation in a universal prayer and declared each succeeding Memorial Day as a day of prayer for <br /> permanent peace; and <br /> the United States Congress,by Public Law 106-579,has designated 3:00 p.m. local time <br /> on Memorial Day,as a time for all Americans to observe, in their own way,a National Moment of <br /> Remembrance; and <br /> Gam,"Memorial Day"became a federal holiday in 1971 and is now celebrated on the last <br /> Monday in May; <br /> 91,C,mr,many observe the holiday honoring those who died while serving in the military by <br /> visiting cemeteries or memorials,holding family gatherings,participating in parades; and <br /> 94;=r,we must never forget that since the first shots fired in the Revolutionary War, women and <br /> men have answered the call of duty around the world and sacrificed their lives for the principles on which <br /> this country is built; and <br /> although the words and actions can never be adequate, it is nevertheless the sacred duty of <br /> every American not only to honor those who have fallen but also seek permanent peace; and <br /> 9fa, 'VeerIgm Goa mfolae *aie P ffnd nmzar� �ad�: <br /> I. The South Bend Common Council remembers and honors all women and men who <br /> have lost their lives while serving in all branches of our Nation's military, whether in war or in peace. <br /> II.
