Tottutttttrr arpnrt <br /> ►- COMMITTEE OF THE WHOLE <br /> ilia Hp Cm= & until of tip laity of Onutll inttb: <br /> The January 28, 1991 meeting of the Committee of the Whole <br /> was called to order by its Committee Chairperson, Loretta <br /> Duda, at 4 : 32 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Zakrzewski, <br /> Duda, Coleman, Luecke, Niezgodski, Soderberg, Puzzello, <br /> Slavinskas, and Ladewski; Don Porter, and Kathleen Cekanski- <br /> Farrand. <br /> Council Member Duda noted that the purpose of the meeting <br /> was to discuss Bill No. 4-91 which would amend the "Schedule <br /> of Ordinance and Code Violations. " of Section 2-213 of the <br /> Municipal Code. <br /> Council President Niezgodski, the sponsor of the Bill, <br /> stated that this was brought to his attention by Lt. Larry <br /> Blume of the South Bend Police Department along with the <br /> Council Attorney. He noted that the Bill incorporates a <br /> $5. 00 penalty for violation of the residential parking <br /> sticker as opposed to the $3 . 00 amount. <br /> Council Member Ann Puzzello questioned whether enforcement <br /> was taking place. Council Member Soderberg noted that <br /> enforcement was taking place in his district, especially <br /> along Chester and Wall Streets. Council Member Slavinskas <br /> noted that in the Fifth District the one area involving <br /> residential parking stickers is being enforced. <br /> Following further discussion, Council Member Luecke made a <br /> motion seconded by Council Member Coleman that Bill No. 4-91 <br /> be recommended favorably to Council. The motion passed. <br /> Council Member Slavinskas then noted that last year he <br /> sponsored an Anti-Graffiti Bill and withdrew it later for <br /> further study. He noted that he has received additional <br /> information, and would like to make available for viewing by <br /> the Common Council, a 14 minute video from San Diego, <br /> California, of a project addressing graffiti. He stated that <br /> he would like to have the City Engineer and the Police Chief <br /> involved also. He noted that much of the graffiti on <br /> viaducts and elsewhere, is becoming more and more <br /> objectionable in its content. <br /> Council Member Duda also voiced concern that we as a City, <br /> must curb or eliminate such problems. Council Member <br /> Soderberg noted that the Twyckenhan viaduct is now being <br /> spray-painted with irredescent colors. <br />
