atrittmtttrr &port <br /> PERSONNEL AND FINANCE COMMITTEE <br /> an the Mammon Qiounrit of the Qtt of*matI rnh: <br /> The March 25, 1991 meeting of the Personnel and Finance <br /> Committee meeting was called to order by its Chairperson, <br /> Council Member Ann Puzzello at 5:00 p.m. in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Zakrzewski, <br /> Niezgodski, Duda, Coleman, Luecke, Slavinskas, Puzzello, <br /> Ladewski, and Soderberg; Mayor Kernan, Jon Hunt, James <br /> Kronk, Richard Nussbaum, Cynthia Love-Bush, members of the <br /> news media, and Kathleen Cekanski-Farrand. <br /> Council Member Puzzello noted that the first item on the <br /> agenda was to review Bill No. 14-91 which would appropriate <br /> $37,350.00 from the U.S. Equal Employment Opportunity <br /> Commission for the purpose of defraying the expenses of the <br /> South Bend Human Rights Commission for the year beginning <br /> October 1, 1990 and ending September 30, 1991. <br /> Cynthia Love-Bush, the Executive Director of the Human <br /> Rights Commission, briefly explained the Ordinance. She <br /> noted that the Commission processes cases dealing with race, <br /> sex, and religious discrimination with regard to employment <br /> matters. She noted that handicapped concerns are not <br /> addressed, however in light of the new Federal law entitled <br /> the "American Disabilities Act" which will take effect next <br /> January, that changes will be made in that area. <br /> In response to a question raised by Council Member <br /> Slavinskas, it was noted that monies are based on the number <br /> of cases processed, with the Commission reviewing a mid-year <br /> report. <br /> Mr. Hunt noted that the case number is at its lowest level <br /> with regard to backlog in quite a period of time. It was <br /> noted that there are currently 291 current cases, with 116 <br /> having been filed in 1990. Cynthia Love-Bush briefly <br /> explained the process when a claim is filed, and noted that <br /> a report is filed each month with regard to the number of <br /> cases closed. <br /> Following further discussion, Council Member Luecke made a <br /> motion seconded by Council Member Coleman, that Bill No. 14- <br /> 91 be recommended favorably to Council. The motion passed. <br /> Council Member Puzzello then recommended that the Committee <br /> hear Resolution No. 91-22 under Miscellaneous Matters. This <br /> Resolution is requesting that the Common Council express its <br /> intent to expand the Stanley Coveleski Regional Stadium, for <br />
