Will Turnock, Architect <br />Property Owner: GORANSSON JOHANNES K AND MCSWEENEY <br />JOYELLE <br />Landmark or District Designation: Chapin Park Local Historic District, <br />Ordinance #9574-05, Chapin Park National Register District <br />Rating: Outstanding <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: Rectangular two story dark brown brick structure on concrete <br />foundation. Hip roof with reddish-brown clay tile. Porch roofs are flat with parapets. Wide fascia with stucco <br />soffit. Enclosed sunporch to southwest and an open entrance porch to the northeast. Casement windows on <br />the first floor with four large French doors on the front. Second floor has 6/6 double hung windows. Soldier <br />string course at lintel on porch windows. <br /> <br />ALTERATIONS: COA 2005-0818 allowed for the replacement of wooden storm/screen combinations on the main <br />floor (replacing fixed aluminum doors). COA 2005-1006 allowed for the installation of a semi-circular terrace with <br />brick edging, curved brick walk, and the planting of a shade tree in the tree lawn. COA 2010-0427A allowed for <br />brick maintenance and repair, pointing. COA 2017-0926A allowed for roof repairs. RME 2017-0810 allowed for <br />the removal of a pine tree along the driveway. COA 2019-0522B allowed for maintenance and repair of tile roof, <br />including replacement of deck boards. <br /> <br />APPLICATION ITEMS: “As part of an urgent, extensive lead abasement project, Greentree has determined that <br />at the time of the walk through and based on the inspection report from St. Joseph County, replacement is the best <br />option for the windows because there are small children residing in the home (a 3yo with elevated lead levels and <br />the window jambs are deteriorated which are friction impact surfaces. Replacement is the most cost effective as <br />well. You cannot use encapsulation on friction impact surfaces. It is not an option. Replacement is an option <br />and/or removing window, taking them off site and chemically stripping the pain, then replacing the windows, <br />painting or staining them. But because of the age of the windows, we do not know if there are any broken pieces or <br />what condition they will be in taking them out to strip. <br /> <br />Also, windows are made by vinyl craft and the window model is legacy. – Genevieve, Greentree Environmental” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />1. Replace six windows – <br />a. two in the dining room <br />b. four in the upstairs bedroom <br />The proposed windows are <br />2. Remove the decorative trellis on the front façade of the structure. <br /> <br />This proposed project is to remediate lead-based-paint hazards present in the house. The majority of the <br />remediation is internal to the house and not under HPC review. The contractor proposes to replace six of the <br />windows because of the presence of disturbed lead-based paint. The proposed replacement windows are <br />aluminum-clad windows. The contractor also proposes removing the decorative trellis on the front façade of the <br />structure exhibits due to elevated lead levels. The application proposes removal of the trellis but makes no mention <br />of replacement. <br />
