fgnntmtxx n r}tnrt <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> Mu tie Comm (IIouart1 of tip Ong of flout Mena: <br /> The February 15, 1990 meeting of the Human Resources and <br /> Economic Development Committee was called to order by its <br /> Chair Person Council Member Steve Luecke at 4: 05 p.m. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members Duda, Luecke, <br /> and Zakrzewski; Jon Hunt, Beth Leonard, Don Inks, Kathy <br /> Baumgartner, Ann Kolata, Margot Doyle, Cynthia Love-Bush, <br /> Marsha Townsend, and Kathleen Cekanski-Farrand. <br /> Council Member Luecke noted that the purpose of the meeting <br /> was to discuss the overall funding of the Department of <br /> Economic Development and the several ordinances pending <br /> before the Council. <br /> Mr. Jon Hunt then reviewed a hand-out entitled "Budget <br /> Perimeters and Issues" (copy attached) . He stressed that <br /> the department's funding sources are multiple in nature. <br /> He then reviewed a multi-page document entitled "Budget <br /> Presentation to the South Bend Common Council. " (copy <br /> attached) Elizabeth Leonard who is charged with the <br /> "Financial and Program Management" of the Department then <br /> reviewed the budget information in greater detail. It was <br /> noted that the Community Development Block Grant 1990 <br /> resources would be approximately $3,452, 000, that Outside <br /> Staff Contracts would total approximately $181, 291, and <br /> Additional Administrative Funds would total approximately <br /> $635,487 . It was also noted that Non-CDBG project funds <br /> would total approximately $18, 372,214. Beth Leonard then <br /> reviewed the 1990 CDBG "Final Statement Recap" for a total <br /> of $3,452 , 000. The Amendment to the "Final Statement of <br /> Community Development objectives and projected uses of <br /> Funds-1990" was then reviewed. They then reviewed <br /> Substitute Bill No. 110-89 which would appropriate <br /> $2,879,832 from the Community Development Block Grant Fund <br /> for the purpose of defraying expenses within the Department <br /> of Economic Development (copy attached) , and Substitute Bill <br /> No. 112-89 which would transfer $110, 168 among various <br /> accounts. The committee also reviewed the ordinance which <br /> would appropriate $343, 600 among various accounts. Beth <br /> Leonard and Jon Hunt then specifically reviewed the <br /> reprogram monies of $627, 312 and the seven accounts which <br /> would be affected. <br />
