(IInmmiiirr Erpnrt <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> tin il1c Common Council of tip City of Doutli <br /> The February 23, 1987, meeting of the Human Resources and Economic <br /> Development Committee was called to order by its Chairman, Councilman <br /> Eugenia Braboy, at 4:30 p.m. in the Council informal meeting room. <br /> Persons in attendance included: Councilmen Serge, Braboy, Puzzello, Voorde, <br /> Paszek, and Zakrzewski; Tracy Jacobs, Mr. Jackson, Jon Hunt, Dr. Tanner, <br /> Kathy Baumgartner, members of the news media, and Kathleen Cekanski-Farrand. <br /> Councilman Braboy noted that the purpose of the meeting was to discuss Bill <br /> 7-87 which would transfer one hundred two thousand nine hundred ninety-seven <br /> dollars ($102,997.00) among various accounts within the Division of <br /> Community Development. <br /> Mr. Jon Hunt noted that Mr. Kevin Horton could not attend the meeting and <br /> that he would review the Bill. He noted that there were three basic <br /> projects which would be increased, namely: the Bureau of Housing <br /> Administration by the amount of forty seven dollars ($47.00); El Campito <br /> Rehabilitation in the amount of two thousand nine hundred fifty dollars <br /> ($2,950.00); and Housing Rehabilitation Fund by the amount of one hundred <br /> thousand dollars ($100,000.00) . He noted that approximately eighty-nine <br /> thousand dollars ($89,000.00) was coming from program income, the majority <br /> of which was staff contracts. <br /> Overall, the one hundred thousand dollar ($100,000.00) loan for housing <br /> rehabilitation would allow the not-for-profit housing development <br /> corporation to work hand-in-hand with the Greater South Bend Housing <br /> Corporation. The loan would be at six percent (670) with a repayment period <br /> of ten (10) years or upon sale. <br /> Dr. Tanner noted that one hundred thousand dollars ($100,000.00) was <br /> necesssary to bring the last properties into line within the next two (2) <br /> months. He noted that there were one hundred fifty (150) families, of which <br /> approximately seventy-five (75) were senior citizens. <br /> Mr. Hunt then reviewed the LaSalle Park Homes proposal (copy attached) . <br /> Kathy Baumgartner noted that a campaign to raise four hundred fifty thousand <br /> dollars ($450,000.00) would take place. Three hundred fifty thousand <br /> dollars ($350,000.00) would be for repairs; one hundred thousand dollars <br /> ($100,000.00) would be for the loan pay back. She also noted that there <br /> were two (2) HUD hurdles - one regarding community development and the <br /> second involving the property management with regard to the sales portion. <br /> Mr. Hunt noted that passage of the local ordinance was the last local step <br /> and then the necessary action would have to take place with the HUF <br /> officials. All parties have been in contact with HUD and favorable comments <br /> have been received from the Indianapolis office. <br /> Councilman Braboy stated that she was most in favor of the project and that, <br /> in light of the increasing cutbacks at the federal level with regard to <br /> housing, she urged her other Councilmen to vote favorably for the Bill. <br />
