atnmmmtbr Etpnrt <br /> • <br /> �n Mnuw wn Mouttrtl d etbj of*mill lira: PUBLIC SAFETY COMMITTEE <br /> The April 28, 1986 meeting of the Public Safety Committee was called <br /> to order by its Chairman, Councilman Robert Taylor at 4 :00 p.m. in the <br /> Council informal meeting room. <br /> Persons in attendance included Councilmen Braboy, Puzzello, Taylor, <br /> Zakrzewski; Beck, Serge, Voorde, and Barcome; Eugenia Scnwartz, Chief <br /> Hurley, Chief Luther Taylor, Craig riartzer, and Kathleen Cekanski-Farrand. <br /> Councilman Taylor noted that the purpose of the meeting was to <br /> continue the discussion on the proposal regarding alarm systems whicn had <br /> previously been discussed by the Public Safety Committee. <br /> The Council Attorney noted that a similar bill had been filed for <br /> County Council action and has been set down for public hearing. <br /> Mrs. Schwartz noted that the bill would address mechanical alarm <br /> systems only. It involved a billing procedure of 25.00. She then briefly <br /> highlighted the concept of• the overall bill. <br /> Chief Taylor noted that he believed a screen system could be put <br /> in place which would address some of the more substantial problems with <br /> regard to hotels and nursing homes. In response to Councilman Voorde, it was <br /> noted that a master list of who actually has an alarm system in place is not <br /> available. <br /> • <br /> • <br /> Chief Hurley stated that he had meetings with Chief Nagy of the <br /> County Police Department. <br /> Councilman Voorde questioned whether the fees involved should go <br /> into a special fund, and he was advised by the City Attorney that the State <br /> Board of Accounts has recommended that special funds be used for limited <br /> occasions. <br /> Councilman Puzzello however suggested that perhaps fees generated <br /> could be a separate Line Item in the annual budget. <br /> The Council Attorney recommended that a 30 day grace period be <br /> considered and that during this period of time a copy of the new ordinance <br /> along with the letter briefly summarizing the ordinance be sent to all <br /> persons found in violation during this grace period. In this way there would <br /> be a public awareness along with the news media coverage of the new law. <br /> Following discussion, Councilman Serge made a motion seconded by <br /> Councilman Braboy that the bill be filed and receive a favorable recommendation <br /> from the Committee including the 30 day grace period.
