RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> The April 28, 1986 meeting of the Human Resources and Economic <br /> Development meeting was called to order by its Chairman, Councilman Eugenia <br /> Braboy at 4 : 30 p.m. in the Council informal meeting room. <br /> Persons in attendance included Councilmen Voorde, Braboy, Zakrzewski, <br /> Beck, Paszek, Barcome, and Taylor; Eugenia Schwartz, Jon Hunt, Ann Kolota, <br /> Don Inks, Jim Wensits, and Kathleen Cekanski-Farrand. <br /> Councilman Braboy noted that the first item to be reviewed by the <br /> Committee was Bill No. 46-86 which is a bill which would transfer $510, 314 <br /> among various accounts within the division of Community Development. <br /> Mr. Don Inks noted that there would be no change in activities. <br /> Discussion then revolved around the development of individual loan committees <br /> which would be under a City wide board with regard to contigency funds <br /> involved UEA and CD moneys. Mr. Jeff Gibney noted that Monroe Park housing <br /> is a new not-for-profit which was needed in order to use Community Development <br /> money. The majority of the Board members must be from the affected area thus <br /> a new corporation was needed. Funds would be used for potential buy-downs <br /> or subsidies for up to $12 ,800 per unit. It was also noted that a • <br /> demonstration block would be used at the interesection of South Street and <br /> Fellows Street. Owner-occupant single family was the goal. <br /> Councilman Beck questioned with regard to the status of the proposed <br /> halfway house. Councilman Zakrzewski noted that the house is not in existence, <br /> however, the Dismiss Program was projected to be in place by August of this <br /> year. They are currently working with the City to work on the off-street <br /> parking situation. He noted that several residents in the area see safety <br /> concerns being major obstacles to the proposed project. <br /> Councilman Braboy had several questions with regard to the Western <br /> Avenue commercial loan program and was advised by Mr. Inks that they tried to <br /> reach "middle ground"with regard to this project. Councilman Braboy also <br /> noted that she had been advised that individuals wished to put in place <br /> structures which were of lesser value in the Monroe Park area but were turned <br /> down. Mr. Gibney noted that houses would be in the range of $60 ,000 . Spec <br /> houses would be involved. Mr. Steve Luecke would be the general contractor <br /> and there would be multiple listing. Mrs. Kolata noted the entire area is <br /> zoned "B" Residential. <br /> • <br /> Following further discussion by the Committee, Councilman Barcome <br /> made a motion, seconded by Councilman Taylor that Bill No. 46-86 go to <br /> Council favorably. The motion passed unanimously. <br /> The Committee then turned to the issue of revising the tax abatement <br /> ordinance.
