C U!nt ttr Evart <br /> r ' <br /> go Up Mammon (Council Df tivr eng Of en ttli *nil ZONING AND VACATION COMMITTEE <br /> The February 4 , 1986 meeting of the Zoning and Vacation , <br /> Committee was called to order by its ' Chairman, Councilman John Voorde <br /> at 4 : 30 p.m. in the Council informal meeting room. <br /> .Persons in attendance included: Councilmen Beck, Voorde, Barcome, <br /> Zakrzewski, and Puzzello; Irene Gammon, City Clerk, Doug Carpenter, <br /> Citizen Member, Norma Thornberg of Hildreth, Ken Donnelly, Chris Peterson, <br /> Jeffrey Austin, Darlene Daniels, John Seiver from IUSB, Marty Kleva of <br /> Cole Associates, Inc. , Jim Mullin of IUSB, Greg Sundin of Cole Associates , <br /> Inc. , Kathleen Cekanski-Farrand and members of the news media. <br /> Councilman Voorde noted that the purpose of the meeting was to <br /> discuss Substitute Bill Nos. 9-86 and 1086 which were vacation ordinances <br /> affecting Greenlawn Avenue and alleys between Hildreth and the U.S. Army <br /> Reserve Center. <br /> Mr. Kleva of Cole Associates , Inc. then presented the background <br /> information ,on the two requested vacations. He showed various diagrams . <br /> of 'the proposed use of the property by IUSB. <br /> • <br /> He noted that the basic reason for the vacation of Greenlawn, was <br /> to provide a central core for the IUSB Campus., . He highlighted that it <br /> was not the construction of the new library which was the overall reason. <br /> He further noted that various master plans showed the need for a central <br /> core to enable "a landscaped student plaza. " <br /> He noted tnat in July of 1985 a traffic survey was taken at five <br /> (5) locations near campus. The survey resulted in seventy percent (70%) <br /> of the traffic being related to campus associates and the Coca-Cola <br /> facility. • <br /> He further noted • that the Greenlawn vacation would provide a <br /> walking campus for the long-range development plan of the University. He <br /> acknowledged that the closing would cause an "inconvenience" . He stated <br /> however that Greenlawn was viewed as a residential street and not as a <br /> "major" street pursuant to the MACOG and APC Studies. <br /> He stated that IUSB would provide a new alley and dedicate the <br /> same with landscaped greenspace. The new alley would be hard-surfaced at <br /> IUSB cost. He further noted that the present alley is gravel. <br /> He handed out to all Councilmen present a "street vacation impact <br /> analysis of Greenlawn Avenue" prepared by Cole Associates, Inc. <br /> • <br /> Councilman Puzzello questioned the need for additional parking in <br /> light of Greenlawn being closed.
