• <br /> atmmnmt#n Report <br /> Personnel and Finance <br /> MO Olt atommau Canal of ter (attg of ►ratty limit <br /> The August 7, 1985, meeting of the Personnel and Finance Committee <br /> was called to order by its Chairman Councilman Ann Puzzello at 1: 30 <br /> p.m. in the Council informal. meeting room. <br /> Persons in attendance included:- Councilmen Serge, Puzzello, Beck,Voorde, <br /> Braboy, and Zakrzewski, Mike Vance, Carol Sanders, Dave Sypniewski, <br /> members of the news media, Kathleen Cekanski-Farrand, and the individ- <br /> uals listed below each department heading-. <br /> Councilman Puzzello noted that this was the continuance of <br /> yesterday' s committee meeting to review the tax supported City Budget <br /> for 1986. <br /> POLICE DEPARTMENT Page 17 $7,995,151 an increase of 4.1% over 1985 <br /> Chief Hurley, Steward Wolfrard, Joel Wolvas, and Ron Marciniak <br /> reviewed the Department' s budget. <br /> It was noted that 234 persons are budgeted and that presently <br /> there are 225 on :the force. 4 persons will be in school and should <br /> be ready by the first of the year.. 8 officers are currently interested <br /> in retiring. <br /> Councilman Beck requested that the City begin talks with the <br /> new school superintendent regarding the funding sources for the <br /> crossing guards. <br /> Chief Hurley and Ron Marciniak then outlined how their depart- <br /> ment could have 29' officers put back in the streets by the civilian <br /> replacement program. 5 public .service officers would be used at the <br /> front desk. They believed the system would be more cost effective, <br /> and would included positions in records, film, evidence, communications, <br /> planning and research, motor pool, and the desk. It would be a <br /> five-year plan. It was noted that it costs approximately $17, 000 to <br /> put a new individual on the police force. <br /> The general maintenance position was new. It is being proposed <br /> so that uniform officers do not have to work on plumbing items that <br /> become ineffective in the three sector stations. <br /> It was noted that Santa Anna, California has a force which is <br /> 54% civilians. The civilian officers would wear a light blue shirt, <br /> and a civilian . badge and patch. Councilman Beck noted her concern <br /> over the overtime issue and passed out a handout with a breakdown <br /> of the total salaries with the overtime added. Chief Hurley noted <br /> that fewer officers are working jobs outside of the department. <br /> Line item 151 Medicine included the continuing costs for <br /> Maurice Woods who was shot in the line of duty in 1977 and has a <br /> medical retirement, and Ray Woodward who has shot in the line of <br /> duty but is still on the police department.
