ttInmmtttrr Report <br /> r <br /> Oa the Common (Qounr1l of the (Mg of bourn limit ZONING AND VACATION COMMITTEE <br /> The February 13, 1984 meeting of the Zoning and Vacation Committee <br /> was called to order at 4 :45 p.m. by. its Chairman, Councilman John Voorde in <br /> the Council Informal Meeting Room. <br /> Persons in attendance included Councilmen Braboy, Puzzello, Voorde, <br /> Serge, Zakrzewski, Beck; Cheryl Bressler, Doug Carpenter, Kathleen Cekanski- <br /> Farrand, John Ford, and members of the news media. <br /> Councilman Voorde began the meeting by introduction the two new <br /> citizen members to the Committee, Cheryl Bressler and. Doug Carpenter. <br /> The first item reviewed by the Committee was Bill No. 132-83 which <br /> is a zoning bill for property located on West Washington. <br /> The petitioner' s attorney, John Ford, passed out two maps of the <br /> property in question (attached) and outlined the reasons for the re-zoning. <br /> He noted that the property is directly across from Washington High School and <br /> that the parties'near the proposed re-zoning area have signed a statement of <br /> no objection. The re-zoning is necessary to provide additional parking and <br /> to increase the size of the service department of the Shamrock Ford Truck <br /> Sales, Inc... Councilman Voorde read excerpts from the Area Plan Commission <br /> meeting held on January 17, 1984 which noted that the staff and Commission <br /> gave favorable recommendations to re-zone the area from B Residential, A <br /> Height in area, to C Commercial, A Height in area. There were no remonstrators <br /> and it was believed to be a compatible use. <br /> Councilman Braboy stated that she had carefully studied all of the <br /> material and had personally spoke with persons in the area and found everyone <br /> to be in favor of the proposed re-zoning. <br /> It was also noted that a similar re-zoning was approved in 1980 <br /> by the Council, but due to economic circumstances the program did not go <br /> forward and therefore the need to re-petition the Council. Doug Carpenter <br /> suggested that a non-access .easement may be looked into for the area. <br /> Following further discussion by the Committee, Councilman Serge made a motion <br /> seconded by Councilman Zakrzewski that Bill No. 132-83 (as amended) be <br /> recommended favorably ::..to Council. The Motion passed unanimously. (Note : <br /> the APC heard a substitute verison of 132-83 which is on file at the City <br /> Clerk's office and was properly advertised) <br /> The Committee then reviewed Bill No. 143-83 which is a proposed <br /> re-zoning by the Lueneburgs to zone from C Commercial, A Height and area, <br /> and A Residential, A height and area, to C Commercial, A Height and area, <br /> the property located at 2037 East Ireland Road. The proposed re-zoning <br /> would allow a small retail area to be .placed at the location. <br /> Councilman Voorde noted that the Area Plan Commission- held their <br /> hearing on January 17, 1984 and it was given a favorable recommendation <br /> subject to a final site plan with proper setbacks for parking 'and subject to <br /> sub-division of the commercial parcels with cross-easements for vehicle <br /> -access.
