?2Y T2i�22PP EPpnrt <br /> (on fit (IInmmnn alount l of to mill of ouidIj Imo: RULES AND REGULATIONS COMMITTEE <br /> The February 13, 1984 meeting of the Rules and Regulations Committee <br /> was called to order by its Chairman, Council President Beverlie Beck at <br /> 4 :05 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Councilmen Beck, Zakrzewski, <br /> Puzzello, Paszek, Taylor, Voorde, and IBraboy; Kathleen Cekanski-Farrand <br /> and members of the news media. <br /> The first item discussed by the Committee was the request by a <br /> citizen to change the location of the Privilege of the Floor during the <br /> course of regular council meetings. <br /> Councilman Taylor spoke in opposition to moving the location <br /> since he ibelieved that the specific items listed on the Council agenda <br /> should be the first item of business heard by the Council. He noted that <br /> several years ago the Privilege of the Floor had been placed earlier on <br /> the agenda which often delayed official council action on agenda items <br /> beginning an hour to an hour and a half after they were scheduled. <br /> Councilman Puzzello noted that many persons in the audience <br /> come to council meetings for specific topics such as out-of-town businessmen, <br /> attorneys, financial consultants,. etc. to be specifically heard on one <br /> agenda item. She thought it would be unfair .to delay hearing from such <br /> individuals when they are expecting a specific schedule and time table to <br /> be used for council business. <br /> Councilman Voorde suggested that perhaps a sign-up procedure <br /> could be utilized where individuals who wish to be heard during a Privilege <br /> of the Floor section. He suggested that such persons sign up in the Clerk' s <br /> office by the Friday prior to the Monday meeting and that a total of fifteen <br /> minutes be reserved at the beginning of the meeting to hear such persons. <br /> The Council Attorney noted that in the past when this section <br /> was earlier on the agenda that many individuals tried to address topics <br /> which were specifically listed for public hearing and that this caused much <br /> confusion. She also noted that since the Council welcomes individuals to <br /> address the Council at the informal Council meetings which immediately precede <br /> the regular Council meetings, and since the Committees welcome input from <br /> all individuals on specific topics under their area of jurisdiction that <br /> perhaps these areas could be encouraged rather than changing the location <br /> of the Privilege of the Floor section. <br /> Councilman $raboy asked whether there had been several requests <br /> for changing the location of the section and was informed that to date it <br /> reflected only one citizen' s request. <br /> Following further discussion by the Committee, Councilman Taylor <br /> made a motion seconded by Councilman Puzzello that the Privilege of the Floor <br /> section remain where it is presently located on the Council agenda. The <br /> motion passed unanimously. <br /> .
