Olummtitrr Erpnrt <br /> OD tic Mammon (dounril of tlir City of Etoutll lirnd: WAGE COMMITTEE <br /> An informal gathering of the Wage Committee of the South Bend ' <br /> Common Council Was held at. 2:0.0 p.m., on April 11, 1984 in the Council <br /> Informal Meeting Room.. • <br /> Persons in attendance included: Councilmen Braboy, Puzzello, <br /> and Beck; City Clerk Irene, Gammon, Thomas Bodnar, Pat Wells of the Police <br /> Department, Venera Monahan of the Fire Department, Beth Leonard of Community <br /> Development, Paul Falduto of Community Development, City Controller Michael <br /> Vance and Kathleen Cekanski-Farrand. <br /> Beth. Leonard spoke on behalf of all non-unionized City employees <br /> and stated that they basically ar'e seeking just one request: that they be <br /> considered the same as all other City employees. She stressed that they <br /> were not here in an adversary position, and that they represented <br /> approximately 600 people. She expressed concern over the unsaid message <br /> when they do not receive the same increase as other City employees. <br /> Mr. Vance noted that the multi-year contracts brought about much <br /> of the problem and that there is a commitment of City employees being treated <br /> fairly. He stated that he understands their concern. <br /> Mr. Falduto noted that they represent some of the lowest paid <br /> clerical help in the City. Be believes the gap is only widened when other <br /> City employees receive larger percentage increases. <br /> Councilman Beck stated that the City was not interested in <br /> retaliation and that she could understand where they were coming from. She <br /> questioned whether there were situations of different pay for the same <br /> responsibilities and whether there was periodic upgrading of positions. Mr. <br /> Falduto noted that with the elimination of the Personnel Department that in <br /> his opinion the Department heads have more authority.regarding promotions. <br /> Mr. Bodnar noted that the personnel coordinator reviews all disciplinary <br /> cases through a hearing procedure. <br /> In response to Councilman' Puzzello!s questions regarding pay <br /> classifications she was informed that all are -step classifications based on <br /> the amount of work and type of work in each class. <br /> • Mrs._ Gammon stated that it is difficult to work with percentage <br /> increases and that she believes that when they are applied across the board <br /> that they are unfair. <br /> Councilman Beck thanks everyone for coming and hoped that our <br /> • discussion would be kept as confidential as possible. <br /> Respectfully submitted, <br /> • <br /> Beverlie Beck, President <br /> • <br />•wa .n.. . .u.U•MIM. co. <br />
