;I�nbt n in Er pert <br /> 0113 tllt aInmmDri Count-II of tip (Mg of Orn tli rnh: Human Resources and Economic <br /> Development Committee <br /> The January 23 , 1984 meeting of the Human Resources and Economic <br /> Development meeting was called to order at 5 : 00 p .m. by its Chairman, <br /> Councilman Eugenia Brayboy in the Council informal meeting room. <br /> Persons in attendance included Councilmen : Paszek, Puzzello , Zakrzewski <br /> Serge , Beck, Brayboy, Voorde, and Crone ; Attorney Ken Fedder , William Harding , <br /> Larry Johnson, Kathleen Cekanski-Farrand and members of the news media. <br /> Councilman Brayboy noted that the purpose of the meeting was to review <br /> Bill No . 3-84 and Resolution 9C. She then called upon Mr. Fedder to explain <br /> the pending bill . <br /> Mr . Fedder noted that Bill No . 3-84 would authorize the assignment <br /> of the interest of Max Koenig and Irving Rosenberg under the $350, 000 <br /> economic development revenue bond to Memorial Health Properties , Inc . He <br /> passed out a memorandum to the new councilmen explaining that the original <br /> bond was passed in 1976 for the construction of -a building at . 513 N. Michigan <br /> (Value House) . The facility has been vacant however the taxes and• bond <br /> payments have been kept current . If the assignment is approved the facility <br /> would be used for the Nuclear Magnetic Resonance and other related hospital <br /> needs . He further explained that the bond holders , trustees and the EDC <br /> Commission are all in agreement with the assignment . The building would be <br /> renovated . Councilman Puzzello inquired into the safety of the new use for the <br /> building and was assured that there would be no health hazard . <br /> Following further discussion Councilman Serge made a motion seconded <br /> by Councilman Puzzello that Bill No . 3-84 go to Council favorably. The motion <br /> passed unanimously. <br /> Councilman Brayboy then called • upon Larry Johnson, Director of <br /> the Human Rights Commission to explain Resolution 9C. Mr . Johnson noted that <br /> the Resolution would authorize him to submit to the Department of Housing <br /> and Urban Development an application for 1984 Fair Housing Assistance <br /> Grant Funds under Title VIII of the Civil Rights Act of 1968. He also <br /> introducted Mr. Bill Harding the new Housing Specialist . Following discussion <br /> by the Committee Councilman Beck made a motion seconded by Councilman Serge <br /> that Resolution 9C go toC'_ounc_i:1 favorably. The motion passed unanimously. <br /> Councilman Brayboy and Councilman Beck then updated the Committee that <br /> the Council would be reviewing the housing study recently completed with Mr. <br /> Johnson and his staff at a future date. <br /> There being no further business to come before the Committee, Councilman <br /> Beck made a motion seconded by Councilman Puzzello that the meeting be adjourne <br /> Councilman Brayboy adjourned the meeting at 5 : 10 p .m. <br /> Respectfully submitted, <br /> • Eugenia Brayboy, Chairman <br /> 11111 ►R111 .O.
