a[nmmtftrr Erpnrt • tIID I17C mammon alounril Df Ihr (Inty of bold lit tat PUBLIC SAFETY COMMITTEE The January 10, 1983 meeting of the Public Safety Committee was called to order by its Chairman, Councilman John Harris at 6 :00 p.m. in the Council informal meeting room. Persons in attendance included Councilmen Beck, Taylor, Voorde, Harris, Zielinski, Szymkowiak, McGann and Crone, Kathy Barnard, Carolyn Pfotenhauer, Marchmont Kovas and Kathleen Cekanski-Farrand. The purpose of the meeting was to discuss Bill. No. 151-82 which was set for public hearing at tonight' s Council meeting. Councilman Harris called upon the Council Attorney to review the Bill. Mrs. Farrand explained that this Bill would regulate through licensing automotive repair and service centers. It would amend in its entirety Ordinance No. 7058-82 which was passed by the Common Council last June. The Substitute Bill reflects changes which strengthened the law and addresses many' of the areas which were raised during the inspections conducted by the Department of Code Enforcement. The Substitute Bill includes the following changes: Definitions for the following terms motor vehicle, NFPA, opaque fence and stored vehicles. It consolidates inspections through the Department of Code Enforcement and the Fire Prevention Bureau. It consolidates all of the NFPA regulations. It specifically spells out the fencing requirements and gives an example •of the minimum type required .by the Ordinance. Mrs. Barnard noted that presently the City has received 104 applications for such a license and that 64 businesses are in total compliance. Eleven establishments would need fencing, and 41 applications have yet to be returned. The. Council Attorney also noted that she and Mrs. Barnard met with Mr. John Peddycord, Attorney for the Automotive Services Council of Indiana last Friday to review the Substitute Bill._ At that meeting he agreed that most of the problem areas which he had voiced concern had been resolved. Following further discussion by the Committee Councilman Beck made a motion seconded by Councilman Harris that the Substitute Bill No. 151-82 be recommended favorably to Council. The motion passed 3-0 with Councilman Voorde abstaining.
