f to mitttre go gar# <br /> October 15, 1980 <br /> Jn the Cumin (gounrit of tl!r Olity of#ouch send: <br /> PUBLIC SAFETY COMMITTEE <br /> The October 13 , 1980 meeting of the Public Safety Committee <br /> was called to order by its Chairman, Robert Taylor at 5:30 p.m. <br /> - Persons in attendance included the following: Councilmen Voorde, <br /> Taylor, Crone, Dombrowski, McGann, and Kopczynski; and Council Attorney <br /> Kathleen Cekanski-Farrand. <br /> The purpose of the meeting was to review two bills up for public <br /> hearing., namely: Bill No. 107-80 which would amend the Food Vending <br /> Vehicle Section of the Municipal Code; and Bill No. 108-80 which <br /> would restrict parking of trucks whose gross vehicle weight exceeded <br /> 11,000 pounds from parking on residential streets. <br /> Councilman Taylor then called upon Councilman Dombrowski, the <br /> sponsor of both bills to review them, <br /> Councilman Dombrowski stated that the Food Vending Bill would do <br /> three things: require flashing amber lights rather than red on each <br /> vehicle; change the wording on the extendible arm to read "Slow- <br /> Proceed with Caution" , rather than "STOP-Proceed with Caution; " and <br /> require proof of insurance coverage from each Vendor. He further <br /> explained that the public response was very favorable to the original <br /> bill passed last year, however, the changes on color of the lights <br /> is required to be consistent with State Law. <br /> Councilman Dombrowski then reviewed the Bill which would restrict <br /> parking of trucks larger than 11, 000 pounds. He mentioned that it <br /> was similar to an earlier bill he sponsored with Councilman McGann, <br /> except that it did not include recreational motor vehicles and eliminated <br /> the height and width restrictions. A memorandum'prepared by the Council <br /> Attorney addressing zoning restrictions and the parking of commerical <br /> vehicles was then passed out to the committee. <br /> Councilman Crone questioned why "A-3" and "B-1" residential <br /> districts were not included, Since there were no legal restrictions <br /> which would bar their inclusion, the committee believed it would <br /> strengthen the Bill, <br /> Councilmen Voorde and Crone expressed some concern over the <br /> penalties of $50. 00 for the first offense, and $100. 00 for all <br /> subsequent offenses. <br /> It was also brought to the Committees attention that this Bill <br /> would have to be amended to read Article 11 instead of Article 10, <br /> and include Section 20-117, 20-118, and 20-119, rather than 20-114 , <br /> 20-115, and 20-116. <br /> RREE MRE$f t PUlLI1HIN6 Co. <br />
