f un ilner &part P RSONNEE, AND FINANNCE COMMITTEE Riu the tt[nmuwu QQouuril of tip OUR of*mill limb: The October 27 , 1980 meeting of the Personnel and Finance Committee was called to order by its Chairman, Councilman Beverly D. Crone, at 5:00 p.m. in the Council Meeting room. Persons in attendance included: Councilmen Crone, Voorde, McGann, Beck, and Szymkowiak, Chief Deputy City Attorney, Robert M. Parker, and Council Attorney Kathleen Cekanski-Farrand. The purpose of the meeting was to discuss Bill No. 127-80, the proposed annexation of property located at Cleveland and Maple, Mr. Parker reviewed the background of the Bill. He noted that originally it started out as a voluntary annexation but then turned into an involuntary annexation. The property included approximately 9 1/2 acres of land bordered on the west by Maple Road and on the south by the Tndiana East-West Toll Road. The request is coming from the St. Joseph Bank and Trust Company of South Bend which anticipates building a branch bank at the location. Since there was not enough continguity as originally proposed to satisfy the 51% requirement, the involuntary route was the easier route to go. With the land as presently proposed, it would be 81% contiguous. Mr. Parker noted that sewers are already at the location, and that the City would not supply water to the location. He further explained that a temporary unit such as a trailer would be initially used, and if it had satisfactory results then a permanent structure would be built., He believed that the. Board of Public Works is being petitioned to allow the trailer at the location for a one year period. The Committee questioned whether the petition for rezoning would be for the entire track, and were informed that it was. The Committee also questioned the area of legal advertisement costs, Mr. Parker stated that the fee would be approximately $300. 00, and that he had discussed this matter with Mr. Lloyd Taylor, No resolution of the fees had been reached. Mr. Parker did note however, that by going the involuntary route it resulted in a time saving devise for the Bank. Following discussion, Councilman McGann made a motion to report Bill No. 127-80 favorably to the Council. Councilman Voorde seconded the motion. The motion passed unanimously.
