! j <br /> Personnel and finance Committee <br /> South Bend Common Council <br /> The February 23, 2004 meeting of the Personnel and Finance Committee was called to <br /> order by its Chairperson,Council Member Derek D. Dieter at 3:35 pm in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included: Council Members: Dieter,Kelly,Puzzello,Varner, <br /> White,Kuspa,Kirsits, and Coleman; City Clerk John Voorde, Mayor Stephen Luecke,Fire <br /> Chief Luther Taylor,Police Chief Tom Fautz,Assistant Fire Chief Rick Switalski, Tom Skarbek, <br /> Tim Williams, City Controller Rick 011ett, Terry Bland of the South Bend Tribune,Dr. Mike <br /> Keene, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Dieter noted that the Committee was composed of Council Members <br /> Varner,Kelly,Puzzello and himself. <br /> Council Member Dieter stated that the first item on the agenda was to review Bill <br /> No.7-04 which would amend Chapter 20,Article 6, Section 20-67(h)of the South Bend <br /> Municipal Code by increasing the parking fines in designated prohibited and limited parking <br /> areas. <br /> Tim Williams of Community and Economic Development made the presentation. He <br /> stated that the Bill changes the overtime parking fine from$5.00 to $10.00 in designated, <br /> prohibited or limited parking areas which will then be consistent with Ord. No. 9455 which the <br /> Council passed last year. <br /> The Council Attorney suggested that current Section II in the ordinance be re-number <br /> Section III and that a new Section II be added which would amend the section in Chapter 2 of <br /> the South Bend Municipal Code dealing with the schedule of ordinance and code violations <br /> which lists in chart form the type of violation and penalty. Mr. Williams stated that he would <br /> consult with Aladean DeRose of the Legal Department. <br /> Council President White inquired what amount was taken on payments under the current <br /> amount and what is anticipated. Mr. Williams stated that he did not know since the fines are <br /> paid to the City Clerk. <br /> Tom Skarbek stated that the payments are deposited into Fund#601 which received <br /> approximately$200,000 last year. He stated that he would get the exact amount for the Council. <br /> He added that the fund is currently in the red, and that General Fund dollars are used to balance <br /> this account. <br /> Dr. Varner inquired when the Bill would take effect. Mr. Williams noted that it would <br /> take effect upon passage,adding that all parkers who were displaced from the Jefferson garage <br /> have been accommodated. <br /> Council Member Puzzello noted that the number of people violating the parking rules <br /> may lessen since the ordinance will now be calling for a$10.00 fine. <br /> Personnel and Finance Committee Meeting of February 23,2004 <br />
