Joint Committee Peport of the Health and Public Safety Committee <br /> and the Personnel and Finance Committee <br /> of the South Bend Common Council <br /> The joint meeting of the Health and Public Safety Committee and the Personnel and <br /> Finance Committee was called to order by Personnel and Finance Committee Chairperson, <br /> Council Member Derek D. Dieter. <br /> Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello, <br /> Varner,Kuspa,Coleman, and Kirsits; City Clerk John Voorde,Mayor Stephen J. Luecke, Terry <br /> Bland of the Soul &e td Tiibuke, and Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member Dieter stated that the first item on the agenda was to review Bill No. <br /> 17-04 which would amend Ordinance No. 9243-01 in order to increase the annual pay of a 1st <br /> Class Patrol Officer to$40,000, and to adjust the health insurance contributions in 2005. Council <br /> Member Dieter then stated that at the recommendation of the Council Attorney he is disclosing <br /> for the record that he is a member of the South Bend Police Department; and that the Council <br /> Attorney has determined that he does not have a substantial conflict of interest and therefore will <br /> be able to participate in the discussion and voting on Bill No. 17-04. <br /> Mayor Stephen J. Luecke made the presentation. The Mayor stated that a new contract <br /> has been reached between the City and the FOP which will be in effect through 2005. The <br /> Board of Public Safety has approved the contract and the total package has been ratified by the <br /> FOP. The proposed ordinance would raise the 1st Class Patrol Officers base salary to$40,000 in <br /> 2005,which is the rank on which the pension is based. The City is trying to get all city <br /> employees on the same insurance plan,therefore the premiums paid by the police officers will <br /> decrease in 2005. <br /> Council Member Dieter noted that"by and large the people are happy with the package". <br /> There was no one from the public to speak in favor or against the Bill. <br /> Council Member Dieter thanked the Mayor on a personal note and thanked the FOP <br /> attorney for their action. He noted that the City Administration put money on the table and that <br /> they deserve a"pat on the back"for their efforts. <br /> Following discussion, Council Member Dieter made a motion, seconded by Council <br /> Member Kelly that Bill No. 17-04 be recommended favorably to the Council. The motion <br /> passed. <br /> There being no further business to come before the joint committee meeting,Council <br /> Member Dieter adjourned the meeting at 4:54 pm. <br /> Respectfully submitted, <br /> Council Member Derek D.
