• <br /> Continittim T000ri <br /> igaltb anti iøwu att Connuittlit <br /> The January 12, 2004 meeting of the Health and Public Safety Committee was called to order by <br /> its Chairperson, Council Member Ann Puzzello at 3:55 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Pfeifer, Coleman, Kelly, White, Varner, Deiter, <br /> Puzzello, Kirsits, and Kuspa;Assistant City Attorney Ann-Carol Nash,Terry Bland of the *0110 <br /> Zacontr ono frittit, A I-4 •1 A++ <br /> arranu, ,„ounm. ,ittc)rney, <br /> Council Member Puzzello noted that the Committee members include Council Members Deiter, <br /> Kirsits, Kelly and herself. <br /> • <br /> Council Member Puzzello then called for a presentation on Substitute Bill No. 102-03 which is a <br /> Bill which would amend various sections of Chapter 12 of the South Bend Municipal Code <br /> addressing alarm systems. <br /> Assistant City Attorney Ann-Carol Nash made the presentation. She noted that the substitute Bill <br /> calls for minimal changes to the regulations passed by the Common Council last year addressing <br /> alarm system. The Bill would change the definition for alarm agents and limit it to businesses who <br /> monitor and contact the police and/or fire departments as further addressed in § 12-1 of the South <br /> Bend Municipal Code. The Police Department has also suggested that § 12-2 of the South Bend <br /> Municipal Code be amended to delete the provisions addressing entry by the police and/or fire <br /> departments when having access to a lock box, in light of potential liability issues. Ms. Nash <br /> stated that Juanite Dempsey and Captain Wanda Shock would be with her this evening at the <br /> regular Common Council meeting on this proposed ordinance. <br /> Following discussion, Council Member Kirsits made a motion, seconded by Council Member <br /> Kelly that Substitute Bill No. 102-03 be recommended favorably to Council.
